About this Role:

The Department of Health Care Services is seeking a highly skilled and experienced professional to serve as the Chief, Clinical Assurance Division (CAD). This is a key leadership position that requires a strong understanding of healthcare policy, clinical operations, and utilization management.

Key Responsibilities:
  • Lead the CAD team in the implementation of utilization management for Medi-Cal fee-for-service members in partnership with the DHCS Health Care Benefits and Eligibility (HCBE) program.
  • Develop and implement policies and procedures to ensure effective utilization management and quality care for Medi-Cal beneficiaries.
  • Collaborate with stakeholders, including healthcare providers, payers, and state agencies, to ensure seamless coordination and communication.
  • Oversee the administration of Treatment Authorization Requests (TARs), the TAR-free program, and post-payment utilization control of Medi-Cal benefits.
  • Develop and manage budgets, forecasts, and performance metrics to ensure efficient and effective operations.
Requirements:
  • Master's degree in a healthcare-related field or a related field such as public health, health administration, or business administration.
  • Minimum 5 years of experience in healthcare policy, clinical operations, or utilization management.
  • Proven leadership and management skills, with experience leading cross-functional teams.
  • Strong analytical and problem-solving skills, with ability to interpret complex data and develop effective solutions.
  • Excellent communication and interpersonal skills, with ability to build strong relationships with stakeholders.
