Key Responsibilities

Leads a highly skilled team, including integrated groups of operational and support staff, delivering air traffic control services across a designated region. The role significantly influences the safe, organized, and efficient transit of aircraft, as well as various sectors of the aviation industry.

Regularly assesses operational processes to ensure outcomes align with the agency's objectives and customer expectations, enhancing the value of facility services while promoting efficiency.

Facilitates training, mentorship, and support for team members, fostering a collaborative environment throughout the facility.

Organizes work assignments for team members, establishing and modifying both long-term and short-term priorities. Authorizes leave; develops work schedules; allocates tasks based on priority; evaluates team performance to ensure fairness in performance standards and assessments; provides guidance on work and administrative issues; resolves work-related challenges presented by team members; addresses group grievances and serious employee concerns; implements disciplinary measures; recommends or approves personnel selections and transfers; suggests awards or bonuses; approves expenditures for overtime, equipment, and personnel within the facility; and identifies and coordinates developmental and training needs for team members.

The Air Traffic Operations Manager reports to a General Manager and/or Assistant General Manager.

Qualifications

  • U.S. Citizenship is mandatory.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Submission of an SF50 is required (See Required Documents).
Experience Requirements

Candidates must demonstrate specialized experience. Specialized experience is defined as: 1) Must have held an FAA 2152 FV-J/FG-14 or higher position at the regional or headquarters level for a minimum of 1 year (52 weeks)

OR

2) Must have been facility rated or area certified for at least 1 year (52 weeks) at an Air Traffic Services (ATS) facility; (Note: an employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that undergoes an upgrade is considered to meet the qualification requirements of the upgraded position, as they have been performing the higher-graded duties);

OR

3) Must have held a Management Support Services (MSS) position for at least 1 year (52 weeks) in an ATS facility.

NOTE: There are no restrictions on who can apply to MSS vacancies at facilities with 3 or fewer MSS levels.

This is a temporary position not to exceed 1 year, which may conclude early, be extended, or transition to a permanent role without further competition. If this position remains temporary, upon completion of this assignment, the selected employee will return to their original permanent position or an equivalent role in the same commuting area.

In accordance with HRPM EMP 1.29/1.29a, this position may be part of a Career Enhancement Program/Career Progression assignment. Selected candidates may be eligible for pay retention. Career Diversity is not enhanced when an employee is assigned to a staff or supervisory role they previously held on a permanent basis. CEP/CP selectees will be required to certify their eligibility.

Eligible candidates will be evaluated based on FAA Managerial Workforce Planning (MWP) WP-10.1.

A one-year supervisory/managerial probationary period may be required.

Continued assignment in this position requires successful completion of a formal Managerial Developmental Plan (MDP) that includes mandatory training, coaching, and development activities.

Selection and placement are contingent upon waiver or completion of satisfactory security requirements.

This is not a bargaining unit position.
