The Commonwealth of Virginia is seeking a dedicated Family Services Specialist who is passionate about assisting older adults and their families within a rural setting.

This position is situated in a predominantly rural area, rich in history and natural beauty. The county, established in 1691, is characterized by its vast landscapes and agricultural charm, making it an ideal environment for those who appreciate country living.

The selected candidate will primarily engage with Adult Protective Services and Adult Services, while also having the opportunity to contribute to other family service areas, including Child Protective Services, Foster Care, and Adoption Services. This role may be filled at either the Family Services Specialist I or II level.

Family Services Specialist I is an entry-level position, where employees will work under close supervision while gaining training in various program areas such as Adult/Adult Protective Services, Child Protective Services, Foster Care, Adoption, Child Care, and Employment Services. Responsibilities include performing routine to intermediate casework activities, with oversight from a supervisor prior to executing case actions.

Family Services Specialist II represents the full performance level within this occupational group. Employees in this role are responsible for crafting and executing individualized service plans, utilizing casework methodologies in Employment Services and Child Care, and managing basic service level caseloads in Adult/Adult Protective Services, Child Protective Services, Foster Care, and Adoptions. Typically, these employees operate independently, seeking supervisory input only in exceptional circumstances or when policies necessitate review.

Key Responsibilities:

  • Interpreting relevant laws, policies, and regulations within the designated area of responsibility;
  • Monitoring, coordinating, and administering assigned programs;
  • Conducting investigations related to abuse, neglect, and exploitation of older adults and individuals with disabilities;
  • Completing comprehensive biopsychosocial assessments using the Virginia Uniform Assessment Instrument;
  • Coordinating services within the specific area of responsibility;
  • Interviewing and evaluating customer needs and relevant factors such as education, skills, interests, and support systems;
  • Presenting cases to determine suitable services and developing/implementing service plans;
  • Providing case management services to ensure compliance;
  • Tracking expenditures, preparing budget estimates, and ensuring timely payment for services;
  • Completing necessary federal, state, and local planning and reporting requirements;
  • Collaborating with other agencies and participating in multidisciplinary teams to provide comprehensive services;
  • Conducting overall program monitoring within the designated area;
  • Serving as a resource for clients and the community in the area of expertise;
  • Providing after-hours on-call coverage and responding to emergencies in adult/child protective services and/or foster care.

Minimum Qualifications:

A Bachelor's degree in a Human Services field or a Bachelor's degree in any field with at least two years of relevant experience in a Human Services area as mandated by the Virginia Board of Social Services.

Candidates should possess knowledge of social work principles, human behavior, and social, economic, and health issues.

Skills in operating a motor vehicle and using personal computers with relevant software are essential.

The ideal candidate will demonstrate effective communication skills, both oral and written; the ability to interview, assess needs, and refer clients to appropriate resources; and the capability to develop and implement service plans to ensure appropriate service delivery. Additionally, the candidate should be able to make sound judgments within existing laws and policies, respond effectively to client emotions, manage work activities, and maintain effective relationships.

Preferred Qualifications:

A BSW or MSW degree is preferred, along with education or experience in Gerontology and demonstrated experience in Adult Protective Services.

Experience working with older adults and/or individuals with disabilities and their families is also desirable.

Special Requirements:

All applicants will undergo a DMV driving record check, pre-employment drug screening, and a comprehensive background check. The investigation may include fingerprint checks, local agency checks, employment verification, and education verification relevant to employment. Candidates must be willing to participate in community emergency response efforts in the event of a natural disaster or emergency. Family Services Specialists are required to perform on-call duties for Child Protective and Adult Protective Services after hours, including nights, weekends, and holidays in rotation with team members.
