Human Resources Assistant

We are seeking a highly skilled and detail-oriented Human Resources Assistant to join our team at the U.S. Department of the Interior. As a key member of our HR team, you will provide administrative support for various HR functions, including employee benefits, payroll, and personnel actions.
Key Responsibilities- Advise and assist employees on employee benefit problems and issues.
- Research and explain procedural processes and issues associated with employee benefits, including health benefits, retirement calculations, life and long-term care insurance, and Thrift Savings Plan.
- Work with employees to ensure completion of necessary forms and paperwork for retirement and other benefits.
- Provide new employee orientation and training.
- Review and maintain submitted forms for Federal Worker Compensation's claims and programs.
- Process various HR actions, including details, appointments, conversions, pay adjustments, promotions, name changes, etc.
- Maintain and manage employee's Official Personnel Folders (OPF's).
- Provide administrative support for the electronic time and attendance system, Quicktime, and for the administration of timekeeping rules and procedures.
- You must be a U.S. Citizen or U.S. National.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify for the GS-5, applicants must possess one year of specialized experience equivalent to at least the GS-04 level in federal service. Specialized experience must include performing two or more of the following duties: 1. Applying standardized processes and procedures to accomplish assigned work; 2. Entering data into automated systems; 3. Tracking action items; 4. Maintaining records; 5. Performing clerical/administrative duties in an office environment.
To qualify for the GS-6, applicants must possess one year of specialized experience equivalent to at least the GS-05 level in the federal service. Specialized experience must include performing three or more of the following duties: 1. Generating or processing a variety of personnel actions; 2. Processing pay or benefit related documents; 3. Conducting new employee orientation; 4. Researching, correcting errors, and coordinating the resolution with the appropriate party (i.e. payroll, health benefits, providers, OPM or other agencies or the administrative contacts).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR b).

EducationThis vacancy announcement allows substituting education for experience at the GS-05 and GS-06 grade levels. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree.
