GENERAL DESCRIPTION

Under the supervision of the Facility Director, this role supports the daily functions and initiatives of a fish hatchery Visitor Center. The incumbent is responsible for community engagement, educational outreach, marketing strategies, social media management, and overall operations of the Visitor Center, including facilitating the volunteer program.

This position involves:

  • Identifying and implementing strategies to attract and recruit volunteers for community and visitor engagement.
  • Establishing objectives and developing guidelines, procedures, and standards to achieve set goals.
  • Coordinating and assessing program activities and preparing budget proposals.
  • Monitoring and developing policies for volunteer participation and assisting in volunteer management.
  • Planning, organizing, promoting, and evaluating special events in collaboration with the Agency Volunteer Program Manager.

The role also includes providing customer service support, overseeing licensing processes, and assisting with various projects as needed. Compliance with all Agency, Division, and branch regulations is required.

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited institution with coursework in relevant fields such as Public Management, Marine Biology, Ecology, Fisheries, Business Administration, Park Recreation, Public Affairs, Education, or related disciplines.

Experience:

  • Program Specialist I: No prior experience required.
  • Program Specialist II: Two years of relevant experience in environmental education outreach and volunteer supervision related to visitor center operations.
  • Program Specialist III: Four years of relevant experience in environmental education outreach and volunteer management.

Licensure: Must possess or be able to obtain a valid Texas Class C driver's license within thirty days of employment. Retention in the position is contingent upon maintaining the required license.

PREFERRED QUALIFICATIONS:

Experience: Experience in managing visitor centers or volunteer programs and organizing activities or special events focused on youth outreach.

KNOWLEDGE, SKILLS, AND ABILITIES:

Program Specialist I:

  • Understanding of the natural marine resources of the Gulf of Mexico.
  • Familiarity with marine aquariums and fish hatchery practices.
  • Knowledge of learning techniques for both adults and children.
  • Awareness of saltwater fisheries conservation issues.
  • Understanding of volunteer management principles.
  • Knowledge of gift shop operations.

WORKING CONDITIONS:

This position requires working on holidays, alternate weekends, and hours outside of the standard schedule as necessary. The role may involve overtime, responding to emergencies, and working outdoors in varying weather conditions. Travel may be required occasionally.
