GENERAL DESCRIPTION
Under the supervision of the Facility Director, this role supports the daily functions and initiatives of a fish hatchery Visitor Center. The individual will be responsible for public engagement, educational outreach, marketing efforts, social media management, and overall operations of the Visitor Center, including the facilitation of the volunteer program.
The position involves:
- Identifying and implementing strategies to attract and recruit volunteers from the community and among visitors.
- Setting goals and objectives; developing guidelines, procedures, and standards for achieving these goals.
- Coordinating and assessing program activities; preparing budget proposals.
- Creating and overseeing policies and procedures for volunteer involvement; managing the tasks of facility volunteers.
- Planning, organizing, promoting, and evaluating special events in collaboration with the Agency Volunteer Program Manager and the Agency Volunteer Management Committee.
- Providing customer service support, overseeing licensing, and assisting with various projects as needed.
Compliance with all Agency, Division, and branch regulations is mandatory.

MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited institution with coursework in relevant fields such as Public Management, Marine Biology, Ecology, Fisheries, Business Administration, Park Recreation, Public Affairs, Education, or a related discipline.
Experience:
- Program Specialist I: No prior experience required.
- Program Specialist II: Two years of relevant experience in environmental education outreach and volunteer management related to visitor center programs.
- Program Specialist III: Four years of relevant experience in similar roles.
Licensure: A valid Texas Class C driver's license is required or must be obtained within thirty days of employment. Retention of the position is contingent upon maintaining the required license.
PREFERRED QUALIFICATIONS:
Experience in managing visitor centers or volunteer programs, particularly with a focus on youth outreach and event management.
KNOWLEDGE, SKILLS, AND ABILITIES:
Program Specialist I:
- Understanding of the natural marine resources of the Gulf of Mexico.
- Familiarity with marine aquariums and fish hatchery practices.
- Knowledge of learning techniques for both adults and children.
- Awareness of saltwater fisheries conservation issues.
- Principles of volunteer management.
- Gift shop administration and operations.
WORKING CONDITIONS:
This position requires flexibility to work on holidays, alternate weekends, and hours outside of the standard 8:00 am to 5:00 pm schedule as necessary. The role may involve overtime, responding to emergencies, and working outdoors in varying weather conditions. Travel may be required occasionally.
