This position functions as the Program Budget Manager (PBM) for the Forecasting Unit, overseeing a multi-disciplinary staff and participating in the formulation, improvement, management, and evaluation of the Administration's statewide budgetary and fiscal plans, programs, and policies affecting or affected by the assignment area.

This position is located in Sacramento and requires the incumbent to participate in the development of the Governor's legislative programs, review legislation with fiscal or programmatic impact, testify before legislative committees, and represent and negotiate for Finance and the Administration on matters within the assignment area.

The Program Budget Manager has broad policy development, implementation, and decision-making authority and will work collaboratively with top-level administrators to advise them on a wide range of administrative matters.

Key Responsibilities:

  • Manage a multi-disciplinary staff and oversee the work of the Forecasting Unit
  • Participate in the formulation, improvement, management, and evaluation of statewide budgetary and fiscal plans, programs, and policies
  • Develop and implement policies and procedures to ensure effective management of the Forecasting Unit
  • Represent Finance and the Administration on matters within the assignment area
  • Testify before legislative committees and participate in the development of the Governor's legislative programs

Requirements and Qualifications:

  • Knowledge of California state government, including the organization and functions of the Legislature and the Executive Branch
  • Ability to plan, organize, and direct the work of multi-disciplinary professional and administrative staff
  • Ability to analyze administrative policies, organization, procedures, and practices
  • Ability to develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive branches

Desirable Qualifications:

  • Broad management capabilities, including broad technical and management level experience in the state's budgeting, and legislative processes
  • Demonstrated ability to perform higher-level administrative and policy influencing functions effectively
  • Ability to communicate effectively with others as demonstrated by strong written and verbal communication skills, strong negotiating skills, and particularly the ability to represent Finance effectively internally, before the Legislature; with other state, local, and federal government entities; with other external stakeholders; and with the public
