Job Title: Program Manager

We are seeking a highly skilled and experienced Program Manager to join our team at IEM International Inc. The successful candidate will be responsible for leading our grant management team and overseeing the development and implementation of our programs.

Key Responsibilities:
  • Provide leadership and management for the grant management team, including subject matter experts and subcontractors.
  • Liaise and collaborate with state program officials and stakeholders to determine program scope, needs, and responsibilities.
  • Remain current and knowledgeable of active CA CDBG-DR programs, including funding, plans, and implementation policies and procedures.
  • Establish and monitor project timelines, budgets, and performance metrics to ensure successful delivery and compliance with state and federal funding agency guidelines.
  • Coordinate with internal and external stakeholders to align project activities with program objectives and funding requirements.
  • Prepare and present program updates and reports to key stakeholders, including progress reports, budget analysis, and impact assessments.
  • Participate in and/or hold scheduled and impromptu operational meetings to discuss updates on customer, program, and subrecipient issues.
  • Oversee and coordinate process management and improvement strategies to enhance program operations and outcomes.
  • Comply with quality assurance and security procedures in the performance of duties.
  • Direct human resources and management activities and determine the staffing levels needed to accomplish the operational tasks.
Requirements:
  • A bachelor's degree from an accredited institution in project management, accounting, finance, management, business, or public administration, or a closely related field.
  • Seven years of experience with federal grants, production, and/or program management and demonstrated experience ensuring compliance with local, state, and federal rules and regulations.
  • Substitution: A master's degree from an accredited institution in a related field may substitute for two years of the required program experience.
  • Four years of experience with managing staff and high-performance teams.
  • An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.
Preferred Qualifications:
  • Certified Grants Management Specialist or Project Management Professional (PMP)
  • Knowledge of federally funded grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
  • Knowledge of California programs related to Housing, Infrastructure/Public Facilities, and Migrant Workers.
  • Knowledge of labor compliance requirements – including Section 3, Davis-Bacon, and Certified Payroll.
  • Knowledge of the Uniform Relocation Act and associated activities for housing program delivery.
