Budget Officer

The Governor's Office of Land Use and Climate Innovation (LCI) is seeking a highly skilled Budget Officer to join their team. As a key member of the Enterprise Operation Services, the successful candidate will provide control and direction for budgeting, financial reporting, policies, and forecasting.
The Budget Office manages and coordinates the funding authority for the administration of all LCI budgetary programs and provides the maintenance and support for financial information management systems to assist LCI in improving operational efficiency and effectiveness.
The Staff Services Manager II (Supervisory) Budget Officer will provide team leadership and management for the development and control of the budgets for the organization. The incumbent is expected to be technically familiar with the accounting and budgeting conventions of the state and federal governments.
The successful candidate will be responsible for supervising the work of the analysts assigned to the unit and will have the ability to develop various types of budget documents, analyze and solve difficult budget problems; establish and maintain cooperative working relationships with various control agencies and others contacted in the workplace.
Key Responsibilities:
- Provide control and direction for budgeting, financial reporting, policies, and forecasting
- Manage and coordinate the funding authority for the administration of all LCI budgetary programs
- Provide maintenance and support for financial information management systems
- Develop and control budgets for the organization
- Supervise the work of analysts assigned to the unit
Requirements:
- Technical knowledge of state and federal budgeting, uniform accounting system, financial procedures of the State, research techniques, and gain a solid understanding of the various programs operated by this department
- Ability to develop various types of budget documents, analyze and solve difficult budget problems; establish and maintain cooperative working relationships with various control agencies and others contacted in the workplace
- Knowledge of the various Department of Finance processes and forms required for budget revisions for the implementation and expenditure of Federal Grant funding
Working Conditions:
The LCI is a dynamic organization with a diverse workload committed to excellence. We are located in an office setting in downtown Sacramento, directly across from the State Capitol. Various coffee shops and restaurants conveniently located within walking distance. Available street parking and State-owned parking garages are nearby for convenience. Telework may be available in accordance with LCI's Telework Policy.
This position requires the employee to report to the office a minimum two (2) days a week. All LCI employees must reside in California upon appointment.
