Job Summary


The Virginia Department of Transportation is seeking a highly skilled Procurement Manager to join our team in Culpeper, Virginia. As a key member of our Administrative Services Division, you will provide technical consulting assistance, training, guidance, and recommendations to district procurement personnel for procurement operations.


Key Responsibilities



  • Manage and direct procurement programs to include goods and non-professional services.
  • Assist and advise in the direction and management of procurement programs to include commodities, non-professional services, and capital outlay construction services.
  • Assist as a procurement advisor for all procurement issues, including application of law, policies, procedures, and delegated authority.
  • Analyze procurement training needs of the district.
  • Research and provide written and verbal analysis of procurement best practices.

Additional Responsibilities



  • Analyze procurement program activities related to organizational structure, staffing systems, manual and automated processes, documentation, and voucher and invoice processing.
  • Develop procurement review reports and conduct exit interviews.
  • Develop, coordinate, and conduct technically-oriented training in procurement-related fields.
  • Update training based on changes to the Virginia Public Procurement Act and VDOT Procurement and Surplus Property Manual.
  • Advise and respond to requests for professional assistance and consultation related to procurement, policies, procedures, and practices.
  • Recommend increases, suspensions, or revocations of delegated authority.
  • Promote, seek, and encourage increased participation in VDOT's SWAM Plan and initiatives.
  • Identify statewide needs and cost-saving opportunities.
  • Develop guidelines for operational efficiencies that promote best purchasing practices.
  • Provide in-depth analysis and impact assessments of procurement procedures to improve and enhance statewide procedures that have a direct influence on fiscal positions of VDOT.
  • Serve as Division's FOIA coordinator.
  • Provide procurement and contracting services to assigned locations.
  • Provide leadership in the development of e-procurement initiatives for the procurement staff.
  • Recommend operating procedures, long-range goals, and objectives for the procurement and contracting program, while ensuring compliance with state laws, regulations, and department policy.
  • Provide performance reports to management.
  • Develop and coordinate the dissemination of contract administration policies, procedures, and techniques to all users.
  • Analyze feedback on all contracts and contract administration policies, procedures, and techniques, and effect change determined to be needed and/or provide data to others who will effect change.
  • Initiate and process cure and default proceedings in accordance with policies and procedures.
  • Ensure that proper procurement procedures and controls are in place and measure the effectiveness of policies and procedures in meeting business goals and customer needs.
  • Ensure training policies are met and address specific training needs as they occur.
  • Provide quality service and support to all internal and external customers and ensure that acknowledgement of all requests is made within 24 hours of each request.
  • Advise and instruct managers within assigned locations on procurement issues, including dispute avoidance and resolution.
  • Hold informational meetings with users' managers to promote understanding of the importance of providing superior contract administration of all contracts.

Minimum Qualifications



  • Experience supervising and training staff.
  • Experience using automated procurement systems, e-commerce, and e-procurement.
  • Ability to obtain and maintain Virginia Contracting Officer (VCO) certification.
  • Skill in the use of computers and software applications.
  • Project management and process improvement experience.
  • Ability to obtain one of the following certifications: Certified Public Procurement Officer (CPPO), Certified Public Procurement Buyer (CPPB), or Certified Professional Purchasing Manager (CPM).
  • Experience in procurement and material management-related operations.
  • Ability to communicate effectively orally and in writing.
  • Knowledge of federal, state, local procurement laws, regulations, administration, and organization.
  • Ability to analyze and evaluate highly complex procurements.

Additional Considerations



  • Possession of Virginia Contracting Officer certification.
  • Virginia Contracting Officer (VCO) Certification - Maximum.
  • Possession of CPPO, CPPB, or CPM Certification.
  • Experience in project management and process improvement and evaluation techniques.
  • A combination of training, experience, or education in Business Administration, Public Administration, or related field desired.
  • Management of procurement operations and staff in a large, diverse organization.
  • Prior experience and demonstrated ability to deal effectively with administrative officials and vendors.
  • This position requires the submission of a Statement of Economic Interests (financial disclosure).

Special Instructions


This position requires a fingerprint-based Criminal History Background Check, DMV Record Check, and Work History Verification with references.


VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief.


Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.


VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
