Currently, Hive Group is on the lookout for a dynamic Mid to Senior Procurement Specialist to become a part of our client's Procurement team in a contract-to-hire arrangement.


Note:

This role is primarily remote, and candidates should be located in the VA, MD, or DC area for potential local meetings.

*Experience in Private Industry Purchasing & Subcontract Administration is essential.

Position Overview:
This role will cater to the procurement management and administrative needs of the client across various business sectors. It will be structured as a contract-to-hire opportunity.

Key Responsibilities:
- Negotiate terms and conditions for consulting agreements.
- Establish and maintain folders required for CPSR compliance.
- Prepare and issue competitive and/or sole source RFPs to consultants.
- Conduct price/cost analysis.
- Perform source selections.
- Issue funding and tasking through purchase orders in the Costpoint procurement module, approve invoices, and execute closeout functions.

- Collaborate in the preparation of consulting requirements and purchase requisitions, working alongside technical program managers, requisitioners, and contract administrators.

- Gather annual supplier representations and certifications, executive compensation certifications, document the socio-economic and size standard qualifications of subcontractors, and engage in the vendor rating process.

- Interface and negotiate directly with suppliers as the official representative of the client.

Required Qualifications:
- Due to sensitive customer-related requirements, U.S. Citizenship is mandatory.
- BA/BS Degree in Accounting, Business, Finance, or Mathematics, or five years of additional experience.
- A minimum of 5 years of experience in Federal Procurement supporting a government contractor is required.
- Strong skills in developing and negotiating terms and conditions are essential.
- Experience assisting program managers in preparing sole or single source justifications in a CPSR environment is necessary.
- Proven experience documenting cost and price analyses of proposals and quotations from suppliers.
- Familiarity with Consulting Service Agreements and invoice and rate negotiations is required.
- Experience in preparing and issuing supplier purchase orders in the Cost Point Purchasing System module is a must.
- A customer service orientation with the ability to effectively communicate and interact with senior management is crucial.
- Ability to manage multiple tasks and effectively prioritize competing demands while recognizing changing deadlines is important.
- Capability to work with minimal supervision is required.
- Excellent written and verbal communication skills are essential.

Preferred Skills:
- Experience in an approved, CPSR-compliant purchasing system is a significant advantage.
- Proficiency in MS Office and Adobe Acrobat is a plus.
