POSITION OVERVIEW AND REQUIREMENTS:

Penn State University is looking for a skilled Procurement Specialist to become a part of our Business Services Office at the Applied Research Laboratory (ARL). The mission of ARL is to innovate and develop solutions to complex scientific, engineering, and technological challenges in support of the Navy, the Department of Defense (DoD), and the Intelligence Community (IC).

Your Responsibilities Will Include:
  • Managing purchase orders for assigned requisitions that typically involve moderately to highly complex procurements, which may encompass: high-value orders, service agreements, and/or negotiating vendor contracts and terms in compliance with University policies and applicable government procurement regulations. A significant portion of requisitions will involve federal government/sponsored funds, necessitating knowledge and experience with FARS/DFARS regulations regarding procurement and contracts.
  • Engaging in negotiations with vendors; establishing agreements/contracts; reviewing agreements/terms to evaluate risk factors and preparing necessary internal risk assessment documentation; thoroughly documenting all purchase orders to facilitate future audits; obtaining required certificates of insurance or other certifications as needed to support purchase orders; etc.
  • Assessing and monitoring vendor performance and compliance
  • Investigating potential new products and supply sources; serving as a liaison with University departments and external organizations; mentoring junior purchasing staff, temporary employees, and/or student interns; providing training to these groups as necessary
  • Creating and issuing Requests for Quotations or Requests for Proposals, which may involve working within secure computer networks; obtaining vendor responses to RFQ/RFP; compiling summaries of received quotes with detailed information; collaborating with internal customers and suppliers to address any inquiries; etc.
  • Monitoring customer satisfaction, providing information to internal stakeholders regarding purchasing processes and regulations, and efficiently resolving issues
  • Utilizing electronic systems for conducting business transactions, compiling vendor data, and generating various reports
  • Participating in audits as requested by management; reviewing, evaluating, and/or managing purchasing-related agreements/contracts
  • Collaborating in a team environment as required while ensuring all assigned tasks are completed with individual accountability
Typical qualifications include a Bachelor's Degree or higher, plus 4 years of relevant experience; or an equivalent combination of education and experience.

Essential Skills and Experience:
  • Experience in reviewing and negotiating Agreement/Contract/Terms and Conditions language
  • Ability to obtain a government security clearance
  • Documented minimum of 4 years of procurement experience within government or government contracting at a mid-level position
  • Documented knowledge/experience with FAR/DFARS regulations related to government procurement/contracting
  • Experience in creating, issuing, and evaluating responses for Requests for Quotation / Requests for Proposal
  • Familiarity with procurement audits
  • Exceptional Customer Service skills
  • Proficient in MS Word, MS Excel, Adobe, and Outlook
Preferred Skills and Experience:
  • Experience with SAP financial systems
  • Skills/experience in Process Improvement
