Key Responsibilities:

  • Manage and process purchase orders for various requisitions, including complex procurements and service agreements, while ensuring compliance with university policies and governmental procurement regulations.
  • Engage in negotiations with vendors, establishing contracts and agreements while assessing associated risks and preparing necessary documentation for audits.
  • Evaluate vendor performance and ensure compliance with contractual obligations.
  • Conduct research on potential new products and suppliers, serving as a liaison between university departments and external organizations.
  • Mentor and train junior purchasing staff and interns, fostering a collaborative learning environment.
  • Develop and issue Requests for Quotations (RFQs) and Requests for Proposals (RFPs), managing vendor responses and summarizing quotes for internal stakeholders.
  • Monitor customer satisfaction and provide guidance on purchasing processes and regulations.
  • Utilize electronic systems for transaction management, vendor information compilation, and report generation.
  • Participate in audits and review purchasing-related agreements as required.

Qualifications:

  • Bachelor's Degree or higher, with a minimum of 4 years of relevant experience in procurement, particularly within government or contractor environments.
  • Proven experience in reviewing and negotiating contracts and terms.
  • Familiarity with FAR/DFARS regulations and government procurement processes.
  • Strong customer service skills and proficiency in MS Office applications.
  • Ability to obtain a government security clearance.
