The Financial Oversight Specialist plays a crucial role in managing and supervising expenditure related to Asset Support within the Texas City Manufacturing sector, ensuring optimal spending, typically around $30 million annually. Through diligent commercial oversight, you will ensure that all contractors in this domain deliver value and that no unjustified expenses are incurred by INEOS.

Internal:
  • Collaborating with various teams including Asset, Operations, Maintenance, Turnaround, Finance, Procurement, and Engineering.
  • Understanding and adhering to INEOS compliance protocols (e.g., DOA, NCR, Capex Rules).
  • Interpreting business performance and its implications for approved budgets and Capex strategies.
External:
  • Engaging with key vendors across different regions.
  • Considering economic factors influencing production needs and operational strategies.
  • Adapting to evolving statutory reporting requirements within the industry.
  • Staying informed about changing industry practices and conditions.
  • Enhancing processes and tools for accurate and timely cost management.
Key Responsibilities:
  • Ensuring adherence to HSSE standards as outlined by INEOS Life Saving Rules and 20 Safety Principles.
  • Fostering a safety culture through proactive leadership in the field, including Safety Observation Conversations, Audits, and Near Miss reporting.
  • Emphasizing forecasting, team development, and process enhancements.
  • Compiling and submitting monthly contract labor data to Asset Managers and Site Managers.
  • Leading overall Capex/Projects Cost reporting across all Asset teams for the Texas City site.
  • Conducting detailed variance analysis of actual financial outcomes against plans, forecasts, and key performance indicators.
  • Ensuring operational departments comply with established policies and procedures.
  • Collaborating closely with accounting for precise financial reporting.
  • Providing weekly updates to program management and stakeholders.
  • Developing and maintaining Estimates to Complete (EACs) for various project types (Cost-Type, T&M, Fixed Price, etc.).
  • Acting as the primary liaison between assigned departments.
  • Driving process improvements and lean initiatives within the supply chain to optimize costs.
  • Analyzing data to identify opportunities for cost reduction across operations.
  • Designing and delivering training for program and functional staff in cost estimation.
  • Monitoring project expenditures and adherence to budget forecasts.
  • Creating reporting tools to track cost of goods sold data.
  • Maximizing profitability through fixed cost-saving initiatives while considering the impact of sourcing strategy changes and manufacturing practices.
  • Assisting in the preparation of purchase orders and bid specifications.
  • Conducting schedule risk assessments to identify and mitigate cost and scheduling risks.
  • Collaborating with key stakeholders to identify and monitor project risks.
  • Contributing to the development of annual operational budgets.
  • Managing temporary Project Controls resources to ensure adequate coverage across Assets for Capex, TAR, and special projects.
Qualifications:

Education & Knowledge:
  • Bachelor's degree in accounting, business, construction management, project management, or finance, or 5+ years of relevant experience in lieu of a degree.
  • 2+ years of experience in TA/Shutdown/Outage, Maintenance, and Project controls.
  • 10+ years of experience in a refinery or major chemical plant environment.
Experience & Technical Skills:
  • Proficiency in analytical cost and performance management tools.
  • Familiarity with PowerBI, Excel, and SAP.
  • Experience in establishing metrics to monitor maintenance performance.
