Job Overview

The role involves executing various levels of residential and commercial plans examination by utilizing expertise in multiple facets of relevant building regulations. The incumbent will assess architectural plans, compose correspondence, evaluate plan modifications, and elucidate codes and procedures to the public, architects, engineers, and contractors. Coordination of plan evaluations with staff planners, landscape examiners, fire safety examiners, public works examiners, construction inspectors, and other municipal departments is essential.

The ideal candidate will possess a comprehensive understanding of the permitting and plan review processes, coupled with a positive professional demeanor. Key Responsibilities

This outline serves to describe the primary responsibilities of the position. The following tasks do not encompass all duties performed by the incumbent. Additional responsibilities may be assigned as necessary.
  • Evaluate and interpret building and structural construction documents and reports for commercial, industrial, and residential projects to ensure adherence to building codes, municipal regulations, construction standards, and city amendments. Provide guidance to engineers, architects, contractors, government officials, utility representatives, and the general public regarding code updates, interpretations, new methodologies, and materials; offer recommendations for code compliance.
  • Assess proposed commercial site plans and preliminary and final plats for commercial and residential developments; participate in related project development meetings from initial pre-application through to approval.
  • Review structural engineering calculations for compliance with codes.
  • Assist building inspectors with field evaluations when necessary by comparing actual construction to approved plans and resolving discrepancies. Collaborate on building reviews and activities with other municipal departments and external agencies, including consultants, engineers, developers, and contractors.
  • Maintain records of plan evaluations and input project data into a computerized tracking system.
  • Manage and resolve conflicts related to code issues with clients. Contribute to the development of informational materials for public dissemination. Engage in various local, state, and professional organizations, including regional plan review committees, to discuss code-related matters and attend meetings concerning plan review, building safety, fire and life safety, and construction methodologies.
  • Participate in the formulation and/or revision of departmental policies and procedures.
Qualifications
  • Education: A two-year associate's degree, diploma, or equivalent from a college, technical, business, vocational, or correspondence school is required. Relevant certification may be awarded upon successful completion of advanced study or training.
  • Experience: A minimum of three years of experience in a related field is required.
  • Certifications: A valid Driver's License and ICC Building Plans Examiner (B3) Certification are mandatory.
  • Skills: Proficiency in reading general correspondence, engineering documents, code books, installation standards, technical manuals, and reports at a college level. Ability to perform engineering calculations, algebra, geometry, and general math calculations. Competence in writing general correspondence, memorandums, handouts, letters, and reports at a college level.
  • Interpersonal Skills: Moderate - Interactions may involve support of controversial positions or negotiation of sensitive issues requiring high levels of tact and the ability to respond to challenging interpersonal situations.
