POSITION SUMMARY

Under general supervision, this role is accountable for the comprehensive oversight of the Police Department's daily operations. The individual will engage as a key member of the police leadership team, addressing departmental challenges and coordinating activities with various divisions, departments, and external organizations. This position also entails providing significant administrative support to the Chief of Police.

KEY RESPONSIBILITIES

The incumbent will:

  • Assume managerial responsibility for the diverse services and functions of the Police Department, including Patrol, Support Services, Staff Services, and Administration.
  • Coordinate the efforts of both sworn and non-sworn personnel in maintaining public order, safeguarding lives and property, investigating criminal activities, and enforcing laws and municipal regulations.
  • Oversee community crime prevention and educational initiatives, manage jail operations, and direct data processing and communication functions.
  • Analyze crime reports and current law enforcement literature to identify trends and propose modifications to organizational policies and procedures.
  • Plan, direct, and review the work plans for assigned personnel, determining the necessity for police action and delegating work activities, projects, and programs.
  • Evaluate work products, methods, and procedures, and collaborate with staff to identify and resolve issues.
  • Participate in the recruitment, training, motivation, and assessment of personnel, ensuring effective police training programs are in place.
  • Act as a liaison to city commissions and boards, contributing to the development of departmental policies, procedures, and regulations.
  • Provide public information regarding police activities and address citizen inquiries and complaints.
  • Recommend purchases and procurement of departmental equipment and supplies.
  • Conduct administrative investigations as directed, including disciplinary recommendations.
  • Manage various administrative tasks, including budget preparation, staff reports, grant management, and performance reviews.
  • Oversee the control and custody of evidence and property, ensuring proper preparation of criminal cases for prosecution.
  • Direct patrol shifts and special units, such as traffic enforcement and community patrols.
  • Maintain relationships with community organizations, labor unions, and law enforcement agencies.
QUALIFICATIONS

Knowledge, Skills & Abilities:

  • Thorough understanding of municipal law enforcement operations and services.
  • Advanced knowledge of management principles, leadership, training, and performance evaluation.
  • Familiarity with modern law enforcement techniques, equipment, and relevant laws.
  • Ability to analyze problems, identify solutions, and implement effective strategies.
  • Strong communication skills, both verbal and written, with the ability to establish effective working relationships.

Education and Experience:

A combination of education and experience that provides the necessary knowledge and abilities is required. A Bachelor's degree from an accredited institution is essential, along with six years of law enforcement experience, including five years at the rank of Police Sergeant or higher. A Master's degree is preferred.

Completion of advanced leadership programs is also preferred, with a requirement to complete one within one year of promotion to this position.

Licenses/Certificates: A POST Supervisory Certificate and a valid Class C Driver's License with a clean driving record are mandatory.

WORK ENVIRONMENT

This position involves working in a standard office environment, as well as responding to emergency situations and various community events. The role may require travel to different locations for meetings or critical incidents.

PHYSICAL DEMANDS: The role requires sufficient physical ability to perform office tasks, engage in community activities, and operate law enforcement equipment.

VISION AND HEARING: Normal vision and hearing capabilities are required for effective communication and operational tasks.
