Job Summary

We are seeking a highly experienced and innovative leader to serve as the Deputy Director of HQ Operations for the Aging and Long-Term Support Administration (ALTSA) Home and Community Services (HCS) Division. As a key member of our leadership team, you will provide executive-level leadership in supporting program and policy development, ensuring program compliance and quality, and driving strategic direction related to program integrity, compliance, and quality improvement initiatives.

Key Responsibilities
  • Lead the research, development, and implementation of new policies and procedures that support federal and state regulatory changes.
  • Provide strategic direction, accountability, and leadership at our headquarters, overseeing direct care workforce initiatives, managing training requirements, and ensuring ongoing strategic partnerships with Area Agencies on Aging.
  • Support the Director in developing and implementing statewide policies and procedures, ensuring quality assurance and compliance.
  • Collaborate with government entities, agencies, and stakeholders to better serve constituents and represent the needs of HCS staff, clients, and partners on cross-agency initiatives.
  • Oversee the annual budget under the direction of the Division Director, ensuring funds are spent by legislative and program intent.
Requirements
  • 11 years of high-level managerial experience, leading multi-level units with demonstrated experience in effective team management, outcome-focused leadership, and problem-solving expertise.
  • Experience prioritizing equity, diversity, and inclusion in the service of diverse communities.
  • Developing and implementing programs providing services in aging and disability services, public health, mental health, or related social service areas.
  • Working with stakeholders or constituents to build consensus.
  • Successful use of effective communication and collaboration with others.
Preferred Qualifications
  • Understanding of the scope and operations of an Area Agency on Aging.
  • Directing others on existing federal statutes, regulations, and programs operating under Medicaid and the Older Americans Act.
  • Use of advanced strategic planning, quality management techniques, community organization skills, and other workflow methods.
  • Strong commitment to providing and leading services to older adults and adults with disabilities in innovative and inspiring ways.
  • Successfully develop, monitor, negotiate, and safeguard multi-million-dollar annual operating budget, while establishing best use of limited resources.
