Role Description

You will become a member of the Manchester Route and Stations team within the Northern Powerhouse Rail (NPR) and Network Planning Directorate at a significant juncture for the project, as the Department continues to refine the scope, budget, and timeline for the program.

In this position, your focus will be on spearheading and advancing the Millington to Manchester segment of the route, which encompasses stations at Manchester Airport and Manchester Piccadilly. Your contributions will play a vital role in a comprehensive program of policy formulation and engagement with essential external and internal stakeholders throughout the NPR region. This will involve collaboration with Mayoral Combined and Local Authorities, business executives, and key delivery partners.

Among the two available positions, one will concentrate on cost sponsorship, while the other will serve as the Manchester Piccadilly Station Sponsor. Both roles are demanding and will necessitate a wide array of project execution, policy, stakeholder engagement, and leadership skills and experience. You will operate in a dynamic project environment, assisting in the development of critical plans, and will have ample opportunities for personal and professional growth.

Your Key Responsibilities

  • Overseeing the sponsorship of the value engineering and standards review process for the Manchester route of NPR.
  • Creating and sustaining a comprehensive program of all activities in DfT and HS2 Ltd concerning the sponsorship of the initiative.
  • Assisting the Head of Sponsorship and the Head of Stations in the broader sponsorship of the program and acting as an informed sponsor, providing intellectual scrutiny on scope, budget, and efficiencies.
  • Supporting Ministers as necessary, along with HM Treasury, the IPA, and other Government departments in the overall delivery of the program.

Candidate Profile

About You

You will have experience in a project delivery setting or substantial policy expertise, and will either possess a Project Delivery qualification (such as APM, PMQ, or Managing Successful Programmes) at Practitioner level, be currently pursuing a qualification, or be willing to work towards one upon joining.

You will be a proactive individual who is comfortable taking initiative and capable of providing clear guidance to others. An organized person, you will effectively manage multiple, often competing, priorities.

You will be an articulate communicator, both verbally and in writing, with the ability to advise and influence senior stakeholders to achieve desired outcomes. You will adeptly navigate challenging discussions, ensuring that your perspectives and views are effectively conveyed while remaining open to feedback and alternatives.

Utilizing your excellent interpersonal skills, you will foster and maintain positive working relationships within the team, across organizational boundaries, and with external stakeholders.

Additional Information

This role is available to individuals who prefer to spend their office time in Leeds or Birmingham. We also expect the individual to be willing to travel regularly to visit various locations relevant to the route and other DfT offices.

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business or carry out detached duty in another DfT workplace will also count towards this level of attendance.

During the interview process, all candidates will be asked for their preferred role within the Manchester Route and Stations team. We will appoint this role based on merit, taking your preferred working division into account at the point of offer, though this cannot be guaranteed.
