Role Description

The primary objective of this position is to lead the Group Management Team (GMT), facilitating the operational execution of the DfT Total Facilities Management (TFM) contract through our Service Provider, ensuring optimal value and suitability for our stakeholders and clients across various business units. This role will serve as a point of escalation for all contractual, commercial, and regulatory issues arising from the contract while advancing standards, enhancing value, and promoting a positive work culture and relationships with both service users and the Service Provider.

The TFM Head of Group Management will report to the Head of Group TFM and will oversee the TFM Commercial and Contractual Assurance Manager as well as the TFM Health and Safety Compliance Manager, with a broader oversight of the GMT.

Key Responsibilities:

Leadership and Management

The incumbent will oversee the daily leadership and management of the GMT and will also support and occasionally stand in for the service manager. They will be tasked with fostering a collaborative and effective working environment across all parties involved in the federated model, including other DfT teams, agencies, and external suppliers. The role holder will embody the department's values and behaviors while driving an effective and compliant TFM model across the estate.

Service Delivery

The incumbent will collaborate closely with the service provider and delegated service managers within business units to ensure that the contract meets performance expectations and will spearhead continuous improvement initiatives across the estate. They will be responsible for the contract management plan, ensuring that government functional standards are integrated within it.

Risk Management

The incumbent will manage the TFM contract risk register and oversee the NEC early warning/risk reduction process, ensuring adherence to contractual obligations by all parties. They will conduct scenario planning exercises and lead group-wide risk reduction meetings.

Stakeholder Management

The incumbent will establish and maintain robust stakeholder relationships with the supplier, business units, and customers. They will serve as the primary escalation point for day-to-day contractual or performance-related issues, inquiries, and disputes. Additionally, they will manage senior stakeholder relationships and lead the monthly TFM Forum.

Contract Management

The incumbent will act as the contract manager for the contract management software (CEMAR) and the contract and asset management system (RAMM), ensuring that customer expectations are consistently met.

Candidate Profile

To excel in this role, you will possess:

The capability to understand and apply contractual knowledge and best practices to ensure the TFM contract delivers a viable, consistent, and reliable service for all users across a diverse estate of over 850 sites.A high level of customer service experience at a senior level.The ability to compile, assimilate, distill, and interpret a wide range of data, evidence, and opinions to form a sound and compelling argument for coherent decision-making.

Additional Information:

A minimum of 60% of your working hours should be spent at your principal workplace, although attendance at other locations for official business or detached duty in another DfT workplace will also count towards this level of attendance.

There may be occasions when travel to other DfT offices and attendance at meetings and visits around the UK will be required.
