Job Summary

The City of Portsmouth New Hampshire is seeking a highly skilled Administrative Assistant to join our Community Development team. As a key member of our team, you will be responsible for providing administrative support to our Community Development Block Grant (CDBG) program.

Key Responsibilities
  • Track project accomplishments and enter reporting data in various systems, including Integrated Disbursement Information Systems (IDIS) and Excel.
  • Assist with contract preparation, establish and maintain project files, and monitor contract conformance with HUD program regulations.
  • Collect and organize public/social services agencies' annual CDBG grant applications and prepare materials for the Citizens Advisory Committee (CAC).
  • Track and monitor project budget, program income, administrative and public service caps, and grant spending.
  • Attend meetings, conferences, workshops, and training sessions as required.
  • Assist with HUD-required reports, including the Annual Action Plan and Budget, Consolidated Plan, Evaluation and Performance Report, Section 3, Labor Standards, Assessment of Fair Housing, and other reports.
  • Assist in the preparation of environmental review records, maps, and reports required by the National Environmental Policy Act (NEPA).
  • Assist in reviewing certified payrolls to ensure compliance with the Davis Bacon Act.
  • Perform related duties as assigned.
Requirements
  • A Bachelor's Degree in Public Administration, Business Administration, Political Science, or a related field is preferred.
  • Two (2) years of grant management/administration or related experience; or any equivalent combination of experience and training that provides the knowledge, skills, and abilities necessary to perform the work.
  • Experience working in a municipal office, public agency, or non-profit organization with regular interaction with departmental staff and the public is preferred.
  • A valid driver's license and the ability to maintain insurability under the City's vehicle insurance policy.
