Job Title: Forest Restoration Program Manager II

Coconino County is seeking a highly skilled and experienced Forest Restoration Program Manager II to join our team. As a key member of our Flood Control District, you will be responsible for managing the County's Forest Restoration Initiative, working closely with partners, contractors, and stakeholders to develop and implement effective forest restoration programs.

Key Responsibilities:
  • Develop and implement forest restoration programs, including planning, budgeting, and management.
  • Collaborate with partners, contractors, and stakeholders to negotiate and administer contracts related to forest restoration projects.
  • Research and implement best practices to increase the effectiveness of forest restoration programs.
  • Write grant proposals and develop new funding sources to support forest restoration initiatives.
  • Prepare and administer program budgets, with administrative oversight.
  • Develop, evaluate, and revise policies and procedures to improve program efficiency and effectiveness.
  • Supervise, evaluate, and recommend disciplinary action for assigned personnel.
  • Implement programs that align with and support the Forest Restoration Initiative.
  • Ensure adherence to federal, state, and local laws, rules, and regulations.
  • Maintain working relationships with federal and state agencies and non-profit organizations.
  • Monitor budget expenditures.
  • Develop programs to enhance the resiliency of our communities to catastrophic wildfire and post-wildfire flooding.
  • Serve during emergencies in necessary roles.
  • May assist other departments and divisions within Public Works.
  • May assist other departments and divisions within Coconino County as directed.
Requirements:
  • Bachelor's degree in forestry, natural resources, or a related field, and three years of program management experience, including at least one year of supervisory experience.
  • Or, any equivalent combination of education, training, and experience that demonstrates the ability to perform the duties of the position.
  • Must obtain an Arizona driver's license by date of hire and maintain it throughout employment.
  • Fingerprint clearance may be required.
Preferred Qualifications:
  • Master's degree in forestry or a related field.
Knowledge, Skills, and Abilities:
  • Considerable knowledge of forest restoration program planning, development, budgeting, and management.
  • State and federal program guidelines and regulations, specifically U.S. Forest Service policies.
  • Familiarity with ArcGIS, basic cartography, and map design.
  • Forest restoration strategies for reducing the threat from catastrophic wildfires.
  • Logging and restoration treatment practices for forest types in Northern Arizona.
  • Principles and practices of providing services to culturally diverse populations.
Working Conditions:

This position is exempt from overtime. This position is safety sensitive. Please note that individuals in exempt classifications as part-time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.
