Position Summary

We are in search of a qualified Lead Environmental Scientist to assist the State Water Resource Control Board's underground storage tank (UST) program in promoting the remediation of leaking USTs and preventing future environmental hazards. The selected candidate will collaborate with regulatory bodies, consultants, and UST facility operators to ensure compliance with environmental regulations at leaking underground storage tank (LUST) sites. This position allows for remote work; however, candidates must reside within California and be available for occasional travel to meet with colleagues and stakeholders.

Key Responsibilities

  • Review and synthesize physical and digital records related to UST/LUST sites, including assessment and remediation documentation.
  • Prepare summary reports on UST sites with identified or suspected contamination to assist in developing technical and administrative strategies.
  • Maintain and update the SWRCB's GeoTracker database, which manages active UST/LUST sites and those with petroleum releases.
  • Conduct research to identify owners and responsible parties for contamination linked to LUSTs or non-compliant UST facilities.
  • Analyze geological, geochemical, and geophysical data from various sources, including surveys and well logs, to provide informed recommendations.
  • Document findings through technical reports for review by regulatory authorities.
  • Offer peer review support for technical documents.
  • Perform site visits and field assessments.
  • Act as a technical advisor on LUST remediation efforts, evaluating best practices and optimal technologies for cleaning up petroleum contaminants.
  • Facilitate communication between local and regional regulatory agencies, various divisions of the State Water Board, and the U.S. EPA to advance LUST site cleanups.
  • Investigate the history and accountability for releases at UST sites, assessing site-specific conditions against the Low Threat Closure Policy criteria, and preparing reports on stalled UST cases.
  • Create visual aids such as figures, tables, and graphs for reports on UST Program priorities.
  • Ensure compliance with accessibility standards for documents and remediate any accessibility issues as necessary.
  • Participate in meetings with LUST Program stakeholders to identify and resolve program-related issues.

Essential Qualifications

  • Bachelor's degree in engineering, environmental science, geology, or a related discipline.
  • A minimum of twelve years of relevant experience, including interaction with regulatory agencies.
  • Familiarity with the Resource Conservation and Recovery Act, Subtitle I, and associated regulations.
  • Proven ability to devise strategies for problem resolution in collaboration with relevant personnel.
  • Capability to analyze policies for their long-term implications on the UST Leak Prevention Program.
  • Strong relationship-building skills with the CA State Water Resources Control Board, U.S. EPA Region 9, and local agencies.
  • Excellent verbal and written communication skills for conveying policy, regulations, and technical matters to diverse audiences.

Preferred Qualifications

  • Experience with UST remediation in California is advantageous.
  • Familiarity with the State Water Board GeoTracker Database is preferred.
  • Adeptness in managing multiple tasks and deadlines in a dynamic environment.
  • Detail-oriented with strong organizational skills.
  • Exceptional verbal communication and professionalism.
  • Proficient in writing, computer skills, and internet research, with advanced knowledge of MS Excel preferred.
