ROLE OVERVIEW
The Cook County Government is tasked with the billing and collection of business and
individual taxes, fees, and licenses, while continuously striving to enhance tax compliance
and collection initiatives. The department enforces compliance with all relevant ordinances and maintains
the 30-year Real Estate Open File. Additionally, it oversees the Cook County Liquor Commission and Video Gaming in
unincorporated Cook County. The Chief Revenue Officer supervises the recruitment, management, and evaluation of Department of Revenue personnel (including temporary staff).
Provides counsel to the President, County Board, and Chief Financial Officer on related matters and assists in the formulation,
interpretation, and development of revenue policies.
KEY RESPONSIBILITIES:
Establishes policies regarding tax enforcement and collection procedures for Cook County Government, including but not limited to ordinance applicability/review, audits, investigations, revenue recovery, and collection processing.
Oversees, manages, and directs the activities of Revenue Department personnel (including temporary and seasonal staff) to ensure all services are effectively delivered to the public.
Coordinates the responsibilities of the staff within the divisions of the department.Engages and consults with senior Administration personnel regarding various fiscal matters.
Collaborates with the Department of Administrative Hearing and Office of the State's Attorney on revenue compliance issues and communicates with a diverse range of industry representatives, taxpayers, and other County Agencies.
Acts as the executive sponsor for strategic initiatives that encompass the development, maintenance, and ongoing enhancement of technology systems and the implementation of revenue collection best practices and procedures.
Supervises the Cook County Liquor Commission for liquor licensing and video gaming in conjunction with the Office of thePresident for unincorporated Cook County.
KNOWLEDGE, SKILLS, AND ABILITIES:
Familiarity with governing ordinances, public finance, revenue collection practices, and tax legislation. Understanding of County administrative structures and other governmental entities. Proficient in public speaking, resource management, writing, and mathematics. Ability to swiftly assess situations and make informed decisions. Capability to interact with a diverse array of public officials, industry representatives, and individual taxpayers. Exceptional organizational skills. Demonstrated administrative and supervisory capabilities. Proficient in problem-solving techniques in diverse and often emotional situations. Ability to manage multiple projects efficiently. Possession of excellent writing skills; ability to articulate complex documents clearly. Strong interpersonal skills. Must exhibit tact and diplomacy when addressing employee issues in a variety of diverse situations. Comprehensive knowledge of internal control concepts and procedures. Ability to ascertain compliance with laws, ordinances, and regulations.
Ability to prepare departmental budgets and allocate funds effectively. Capacity to develop, coordinate, and implement programmatic changes.
MINIMUM QUALIFICATIONS:
A degree from an accredited college or university with a bachelor's degree, PLUS a minimum of five (5) years of progressively responsible experience in an operational capacity OR an equivalent combination of professional work experience, training, and education.
PREFERRED QUALIFICATIONS:
A master's degree in finance or business administration.
PHYSICAL REQUIREMENTS:
Sedentary Work
Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force
frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work typically involves sitting most of the time
but may require walking or standing for brief periods.
