Education and Experience: A High School diploma, GED, or higher and three (3) years of experience in code enforcement or field investigations.
Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state at the time of appointment. Some roles may require registration as a Code Enforcement Officer with the Texas Department of State Health Services, Certified Code Enforcement Officer with the American Association of Code Enforcement (AACE), a Pesticide Noncommercial Applicator license issued by the Texas Department of Agriculture, and a Visible Emission Evaluator's License issued by the Texas Commission on Environmental Quality (TCEQ) upon appointment. Certain positions may necessitate a Pool Operator Certification within one year of appointment through approved courses.
General Purpose
Under general supervision, act as a lead in the monitoring, inspection, investigation, and enforcement of environmental municipal regulations, as well as state and federal laws to safeguard the community's public health.
Typical Duties
Conduct and oversee routine, mid-level, and complex compliance activities. This includes: Investigating complaints and enforcing regulatory codes and ordinances as required. Performing on-site inspections and investigations of properties to ensure adherence to city or state regulations related to Air Quality, Environmental, Health/Safety, Building, Licensing, and Zoning standards. Monitoring designated areas of the city and responding to and investigating complaints. Issuing correction notices, cease and desist orders, or citations for violations. Conducting water, air, and product sampling using measurement instruments and computerized field data collection devices. Leading special projects, inspections, and investigations such as surveillance and monitoring of potential violations. Assisting in planning and prioritizing the work of staff conducting inspections.
Oversee vector control responsibilities. This includes: Guiding inspectors in the application or spraying of pesticide chemicals to public grounds, facilities, and standing water to manage mosquito, tick, flea, roach, and rodent populations. Identifying and inspecting areas conducive to breeding.
Support public health preparedness initiatives. This involves: Assisting in the development and maintenance of disease surveillance systems for early detection, reporting, and management of emerging infectious diseases. Fostering community partnerships to identify and address health issues. Establishing working relationships with healthcare providers to promote the reporting of notifiable conditions. Investigating and identifying community needs regarding public health preparedness.
Lead air quality monitoring efforts. This includes: Ensuring compliance with TCEQ/EPA air quality operating permits. Operating and maintaining the City's ambient air quality monitoring stations and equipment, including conducting necessary calibrations, audits, and reporting in compliance with TCEQ/EPA requirements.
Perform administrative functions. This includes: Recommending work procedures. Maintaining accurate documentation on appropriate forms and tracking of violations, inspections, and compliance activities. Responding to customer inquiries. Assisting with research on special properties as directed. Preparing records and assisting with reports necessary for court presentations and testifying in court. Keeping abreast of current trends in code compliance and maintaining certification requirements. Consulting with other entities as necessary. Recommending revisions to existing ordinances and codes.
Supervise or serve as a designated lead worker to assigned personnel. This includes: Organizing and coordinating workflow. Instructing, reviewing, guiding, and checking work. Evaluating employee performance. Providing training and development. Enforcing personnel rules, regulations, and work and safety standards. Interviewing applicants and recommending hires, terminations, transfers, and other employee status changes.
