Education and Experience: A Bachelor's degree or higher in chemistry, biology, microbiology, engineering, or a related field and two (2) years of experience involving environmental control activities under mandated regulations, industrial pretreatment, industrial wastewater treatment, or environmental wastewater programs with a national or state water or wastewater regulatory agency.
Licenses and Certificates: Valid Texas Class "C" driver's license or equivalent from another state.
General Purpose
Under general supervision, executes industrial wastewater pretreatment program procedures and oversees technical personnel responsible for the collection of water, wastewater, and industrial samples.
Typical Duties
Coordinates the collection and examination of water, wastewater, and industrial samples; ensures compliance with federal, state, and local standards for water and wastewater quality; maintains comprehensive records of samples collected and test outcomes; alerts supervisor of results; utilizes computer systems to analyze and maintain records of data collection, samples tested, and results. Keeps abreast of chemical testing equipment and procedures, as well as federal, state, and local legislation related to water quality testing regulations and standards, including industrial pretreatment standards; investigates and recommends the acquisition of new sampling equipment.
Prepares industrial pretreatment discharge permits that align with chemical discharge limits appropriate for specific industries. Conducts analyses and calculations to support the determination of technical-based local limits. Evaluates self-reporting data submitted by industries for compliance with permits, including the assessment and approval of sampling techniques and analysis protocols. Collaborates with industries to establish effective monitoring and analysis techniques. Monitors septic waste disposal activities and industrial data to determine surcharges. Supervises industrial pretreatment inspectors, providing training on proper sampling techniques and flow monitoring methods. Assists in managing the Fats, Oils, and Grease (FOG) program as assigned.
Supervises assigned staff, which includes scheduling, assigning tasks, instructing, guiding, and reviewing work. Evaluates employee performance and reviews evaluations conducted by subordinates. Facilitates training and development; enforces personnel rules and regulations, and maintains work behavior standards firmly and impartially. Counsels, motivates, and fosters a harmonious work environment. Conducts interviews for applicants and recommends hiring, termination, transfers, discipline, merit pay, or other employee status changes. Enforces safety regulations.
