Job Summary

We are seeking a highly skilled Program Development and Grants Management Specialist to join our team at Highlight Technologies. As a Program Development and Grants Management Specialist, you will play a critical role in supporting the Department of Health and Human Services (HHS) with a full range of program development and grants management functions.

Key Responsibilities
  • Program Development: Ensure grantees receive pertinent information from the Office of Head Start, including information memorandums, program instructions, and OHS announcements regarding initiative, priorities, and quality expectations.
  • Grants Management: Provide ongoing assistance to grantees by facilitating the interpretation and understanding of Federal HSPPS.
  • Oversight and Support: Deliver consistent oversight and support to grantees to ensure full compliance with all Federal regulations.
  • Grant File Management: Maintain detailed and complete official grant files, records pertaining to the receipt and tracking of grant applications and the grant review process, including negotiations and any post-award change requests.
  • On-Site Visits: Conduct on-site yearly grantee visits as scheduled by the regional office.
  • Programmatic Status Reports: Review programmatic status reports, program information report data, monitoring data, monitor review findings, and work with programs to resolve any issues, non-compliance, or deficiencies.
  • Grant Solutions and HSES: Utilize Grant Solutions and Head Start Enterprise System (HSES) as required.
  • Ongoing Support: Provide ongoing support to grantees to ensure they receive necessary support.
  • Training and Development: Participate in seminars and special training events or other activities as requested by OHS.
Qualifications
  • U.S. Citizenship: Must be a U.S. citizen.
  • Public Trust Clearance: Ability to obtain a Public Trust clearance.
  • Education: Bachelor's degree in a field related to task activities from an accredited university or college, or a combination of education and experience that provides the needed preparation to complete the task activities.
  • Experience: 5+ years of relevant and progressive professional experience directly related to the task activities.
  • Knowledge and Experience: Demonstrated knowledge and experience with Head Start/Early Head Start or other early childhood programs are required.
  • Laws and Regulations: Demonstrated knowledge of the current laws, regulations, and policies that govern Head Start.
  • Data Management: Demonstrated proficiency in utilizing a variety of web-based and off-the-shelf data management software packages.
  • Communication: Demonstrated ability to communicate clearly, both orally and in writing, and produce high-quality written products such as memoranda, presentations, and correspondence.
