Job Title: Clerk of the Panel

The U.S. Courts is seeking a highly skilled and experienced individual to fill the position of Clerk of the Panel. This role is a critical part of the Judicial Panel on Multidistrict Litigation, and the successful candidate will be responsible for managing the Panel's programmatic areas and supervising operations of the Clerk's office.

Key Responsibilities:
  • Manage the Panel's programmatic areas, including case and records management, budgeting, financial planning, statistical reporting, personnel management, and automation.
  • Supervise operations of the Clerk's office, including staff responsible for case management operations, and design and manage training programs.
  • Oversee additional administrative functions, such as statistical analysis, reporting requirements, and human resources management.
  • Prepare and manage the Panel's annual budget.
  • Serve as the certifying and disbursing officer, and direct the Panel's financial functions, including contracting, purchasing, disbursing, and accounting.
  • Issue process and maintain the official records in the custody of the Panel.
  • Manage staff responsible for automation and information technology services, including electronic case filing system (CM/ECF).
  • Provide logistical planning support for Panel hearings and an annual judicial conference.
  • Serve as a liaison to the Administrative Office of the U.S. Courts for administrative and facilities-related activities.
  • Respond to queries from the judiciary, the bar, and the public about Panel procedural operations.
Requirements:
  • 10 years of progressively responsible legal or administrative experience in public service or business that demonstrates a thorough understanding of the organizational, procedural, and human aspects of managing an organization.
  • At least 3 years of experience in a position of substantial management responsibility, defined as high-level administrative experience that provided a thorough understanding of the organizational, procedural, and human aspects of managing an organization.
  • Familiarity with Panel practice, a law degree, and academic and professional achievement in law, management, and/or a related field.
  • Prior managerial experience in the federal judiciary, including operational knowledge of the courts, financial management, human resources management, and CM/ECF/information technology.

An incumbent not already employed by the Judiciary will be considered provisional pending successful completion of a ten-year full-field OPM background investigation. Every five years, thereafter, the position requires an updated investigation.
