Position Overview

The Defense Group of Leidos is in search of a dedicated Subcontracts Administrator. This role requires a proactive individual who can operate both independently and collaboratively within a fast-paced environment. The Subcontracts Administrator will manage various tasks throughout the procurement process, which includes but is not limited to: negotiating non-disclosure agreements (NDAs) and teaming agreements, preparing solicitation packages for subcontractors, assessing subcontractor proposals, conducting price analysis, negotiating terms and conditions, administering subcontracts, resolving issues, and overseeing closeout activities. The focus will primarily be on federal programs, along with some commercial and state/local initiatives.

Key Responsibilities

  • Negotiate NDAs and Teaming Agreements.
  • Develop moderate to complex RFP solicitations in line with Government and Leidos standards.
  • Evaluate responses from suppliers to proposals.
  • Perform price and cost analysis.
  • Negotiate pricing and terms/conditions with subcontractors.
  • Administer various types and complexities of subcontracts.
  • Identify and resolve moderate issues related to assigned subcontracts and provide recommendations to management.
  • Conduct subcontract close-out activities.
  • Analyze risks and propose risk mitigation strategies.
  • Serve as the primary liaison between subcontractors and the supported programs for all subcontract-related matters.
  • Engage regularly with program management, contracts, project control, finance, business development, and customers as necessary.

The ideal candidate must possess strong interpersonal skills to effectively address subcontractor management regarding issues of varying complexity and work towards resolution.

Basic Qualifications

  • A BA degree with 2 - 4 years of relevant experience, or a Master's degree with less than 2 years of relevant experience.
  • Must be a US Citizen.
  • Experience in negotiating terms and conditions.
  • Proven success in managing a variety of subcontract types while interfacing with internal customers and suppliers.
  • Excellent organizational, written, and verbal communication skills.
  • Ability to work independently, prioritize tasks, and meet deadlines with minimal supervision.
  • Capability to multi-task and thrive in a dynamic environment.
  • Basic understanding of the FAR and DFAR, along with proficiency in word processing, electronic spreadsheets, analysis techniques, and workstation tools.
  • Attention to detail, problem-solving abilities, strong time management skills, and the capacity to prioritize work effectively.

Preferred Qualifications

  • Experience with automated purchasing systems, preferably CostPoint or Deltek.

Compensation Information

The pay range for this position is $55,000 to $99,875. This range serves as a general guideline and is not a guarantee of compensation. Factors influencing the offer may include job responsibilities, education, experience, skills, and internal equity.
