JOB BULLETIN

The City of Buena Park is on the lookout for a dedicated and enthusiastic Junior Civil Engineer to enhance our Public Works Division. The ideal candidate should demonstrate excellent communication abilities, be responsive to community inquiries, and assist in the planning and execution of the City's transportation and traffic engineering initiatives. Responsibilities may encompass various aspects of traffic and transportation engineering, including signal enhancements, roadway rehabilitation, signage and striping, worksite traffic management, traffic operations analysis, and parking assessments.

GENERAL PURPOSE

Under general supervision, this role involves performing professional and technical engineering tasks related to public works, private developments, and traffic signal projects. Responsibilities include preparing engineering plans, specifications, and calculations; estimating material costs; conducting inspections and surveys; and assisting in the creation of engineering reports.

DISTINGUISHING CHARACTERISTICS

The Junior Civil Engineer is an entry-level position within the engineering series. This role entails completing assigned engineering tasks that require knowledge of civil engineering principles, cost estimation, surveying techniques, and proficiency in computer-aided design and drafting tools. Compared to the Associate Engineer, this position necessitates less knowledge of engineering design and project management for public works and private land development projects. The Junior Civil Engineer will primarily engage in field inspections, material cost calculations, and technical support tasks, receiving guidance from engineering management without the need for a professional engineering license.

ESSENTIAL FUNCTIONS

The following duties are illustrative of the various types of work that may be performed:
  1. Develops plans, specifications, and cost estimates for specific engineering projects, including sewer, street, and traffic control installations.
  2. Researches and updates design drawings and maps using computer-aided design software.
  3. Assists in preparing and verifying material and labor cost estimates for development and capital improvement projects.
  4. Provides technical guidance to engineering technicians regarding construction specifications and engineering calculations.
  5. Conducts field inspections and verifies physical site measurements and conditions.
  6. Reviews and processes land development plans and calculates associated fees.
  7. Evaluates engineering plans and construction documents for compliance with standards and regulations.
  8. Conducts studies related to traffic engineering and public infrastructure.
  9. Prepares informational materials for the public regarding projects and conditions.
  10. Analyzes traffic counts and prepares related specifications.
  11. Responds to inquiries and provides engineering information to various stakeholders.
  12. Administers public works contracts and prepares necessary reports.
  13. Prepares reports for relevant commissions and councils.
QUALIFICATIONS GUIDELINES

Knowledge of:

Principles of civil and structural engineering design; public works construction practices; surveying methods; traffic engineering principles; properties of construction materials; and effective communication techniques.

Ability to:

Prepare engineering plans and reports; conduct engineering calculations; organize tasks to meet deadlines; communicate effectively; and establish productive working relationships with various stakeholders.

EDUCATION/TRAINING/EXPERIENCE

A Bachelor's degree in Civil Engineering or a related field is required, along with one year of professional civil engineering experience and proficiency in AutoCAD software. Engineer-In-Training (E.I.T.) certification may substitute for the required experience.

LICENSES/CERTIFICATES/SPECIAL REQUIREMENTS

A valid Class C California driver license and acceptable driving record are required.
