ASPR is a vital public health preparedness and emergency response entity within the Office of the Secretary at the United States Department of Health and Human Services. Established under the Pandemic and All Hazards Preparedness Act following Hurricane Katrina, ASPR is dedicated to leading the nation in preventing, preparing for, and addressing the adverse health impacts of public health emergencies and disasters.

Key Responsibilities:

  • Facilitate discussions with clients to evaluate their requirements (such as space optimization, consolidation, usage alterations, and/or expansion) and explore project funding alternatives.
  • Document projects through site assessments to analyze space utilization, telecommunications, electrical systems, reflective ceilings, and base-building dimensions.
  • Collaborate with project consultants to create schematic space designs and conceptual furniture arrangements, while reviewing consultant proposals.
  • Formulate a comprehensive project plan, including a Scope of Work and construction cost estimates to fulfill project specifications.
  • Maintain consistent communication with clients and stakeholders to update them on the progress of each project.
  • Identify potential risks and propose effective strategies to mitigate those risks.
  • Monitor all outstanding items within the project plan that may affect the timeline.
  • Assist in developing major, politically sensitive, and complex project management plans that outline the scope, schedule, budget, roles, and responsibilities of all team members, including communication and risk management strategies.
  • Oversee and coordinate the integrated project schedule with all stakeholders (design, construction, telecommunications, IT/AV, security, furniture, construction, logistics, and move/excess activities).
Qualifications/Requirements:
  • Bachelor's degree in Business Management, Program Management, or a related field.
  • 8-10 years or more of relevant experience in large-scale facilities projects, specifically managing federal construction and facilities programs.
  • Experience in project management, facilities program oversight, and the implementation of facilities policies to ensure compliance with laws, regulations, and Executive Orders.
Preferred Qualifications:
  • It is preferred that the candidate holds a Project Management Institute (PMI) certified Project Management Professional (PMP) designation or an equivalent, along with experience in SCIF (Sensitive Compartmented Information Facility) implementation.
Security Clearance:
  • No Security Clearance required; open to US Citizens only.
