POSITION SUMMARY

The Regional Program Manager oversees the clinical operations of outpatient facilities. Operating under general guidance, this role directs and manages the delivery of all outpatient services, collaborating closely with the Chief Operating Officer to ensure financial sustainability and adherence to contractual obligations of designated programs. The manager maintains a comprehensive understanding of the Chief Operating Officer's objectives for the region and provides direct consumer care as administrative responsibilities permit.

KEY FUNCTIONS AND RESPONSIBILITIES

  • Stays informed about the Chief Operating Officer's strategic goals and objectives for the supervised locations.
  • Collaborates with the Chief Operating Officer to achieve these goals by participating in essential meetings and preparing necessary reports.
  • Acts as a collaborative team member with other programs, ensuring effective communication with program leaders and staff to deliver high-quality services to consumers.
  • Maintains a manageable caseload and provides necessary services to consumers.
  • Supervises staff and ensures adherence to best practices.
  • Develops, facilitates, and implements direct consumer care through group activities, rehabilitative services, and individual case management. Organizes outings for consumers, evaluates clinical skill levels for appropriate group placements, and monitors progress or potential issues. May handle cases involving the most severe and/or critical consumers.
  • Maintains essential competencies related to co-occurring disorders through ongoing education and the application of skills in all treatment aspects.
  • Ensures compliance with Medicaid, relevant state mental health and substance abuse regulations, and any other funding or contract requirements.
  • May provide triage services to ensure the safety of consumers and staff.
  • Supervises students and other clinical and support personnel as needed, offering specialized training when required.
  • Participates in the hiring process for Red Rock, conducting interviews for key upper-level positions in collaboration with the Chief Operating Officer or independently.
  • Guides grant search efforts for Red Rock based on service gaps, community needs, potential for success, and alignment with organizational goals.
  • Attends staff meetings, workshops, and seminars to stay updated on agency policies, rules, regulations, and procedures; engages in ongoing in-service training as well as relevant external training.
  • Supports and assists in the facilitation of Care Plans for consumers within the Red Rock Health Team.
  • Performs additional duties as assigned.

QUALIFICATIONS

  • Master's degree in a social science discipline and appropriate licensure.
  • A minimum of two years of administrative experience in a mental health environment; five years preferred.
  • Completion of all in-service and external training requirements is mandatory.
  • Commitment to the mission of Red Rock Behavioral Health Services.
  • Experience working with community social service and health agencies is preferred.
  • Strong oral and written communication skills are preferred.
  • Supervisory experience is preferred.
  • Experience or knowledge of working with low-income and minority consumers in a community context is preferred.
