Senior Director of Community Services

The Town of Jupiter seeks a highly skilled and experienced Senior Director of Community Services to oversee the development and delivery of Town-wide recreation and leisure programs. This position will lead the Department of Parks and Recreation in creating a vibrant and inclusive community that meets the needs of all residents.
Essential Functions- Provides leadership and direction to the Department of Parks and Recreation, including development, administration, and management of personnel, programs, and budget.
- Establishes and implements long and short-term plans, goals, and objectives for the department, aligning with the Town Council's strategic initiatives and priorities.
- Leads teams and resources through the process of developing plans and meeting deliverables on assigned strategic initiatives, contributing to multi-departmental initiatives.
- Develops strategies and plans to continuously improve service delivery, programming, and facility portfolio, aligning programs and services with the park and facility portfolio to deliver end-to-end solutions for the community's recreation and leisure needs.
- Establishes a culture of customer and community service, responsiveness, and timeliness, developing strategies for programs and facilities based on community input, trend data, and customer needs.
- Aligns departmental goals with community needs using data-driven strategies, customer feedback, and trend analysis.
- Provides leadership in business, financial management, marketing, and public policy aspects of service delivery, ensuring compliance with best practices and operational standards.
- Oversees the department's annual budget, ensuring the optimal allocation of funds, personnel, materials, facilities, and time, while directing business and financial operations to achieve strategic objectives.
- Oversees the preparation and administration of contracts, requests for proposals (RFPs), and developer agreements for park and recreational projects, including supervising assigned capital and construction projects.
- Ensures compliance with all applicable codes, laws, rules, regulations, and safety standards.
- Manages all aspects of the Parks and Recreation Incident Command Structure (ICS) for significant storms and incidents.
- Collaborates with Community Relations on public relations activities, provides information to the community and the media regarding recreation programs, activities, and facilities, and participates in meetings with sports associations, athletic organizations, civic groups, homeowner associations, neighborhood groups, citizen advisory groups, or other community organizations.
- Collaborates with Town officials, Town departments, employees, volunteers, consultants, contractors, vendors, government agencies, community organizations, sports officials, program participants, to coordinate activities, assess project status, exchange information, resolve issues, collaborate on projects, and provide guidance.
- Prepares and presents agenda items for Town Council meetings, reviewing department operations and resolving issues.
- Attends meetings, serves on committees, and makes speeches or presentations as needed.
- Maintains a comprehensive, current knowledge of applicable laws/regulations, maintains an awareness of municipal government trends, parks and recreational programs, maintenance strategies, trends, and advances in the profession, reads professional literature, maintains professional affiliations, attends conferences, seminars, workshops, and training sessions as appropriate.
- Performs general/clerical tasks, which may include answering telephone calls, providing information to visitors, coordinating meetings, typing documents, making copies, filing documentation, or processing incoming/outgoing mail.
- Operates a motor vehicle to conduct work activities.
- Responds to calls on a twenty-four-hour basis, works during special events or major events as needed to assist in ensuring smooth operations.
- Provides assistance to other employees or departments as needed.
- Bachelor's degree in Parks and Recreation or Leisure Services Administration, Physical Education, Public Administration, or a closely related field required.
- A minimum of seven (7) years of previous experience in progressively responsible recreational/athletic program management, parks/recreational facility operations, budget and personnel management, and strategic planning is required.
- Must have excellent organizational, oral, and written communication skills and the ability to work with both internal and external individuals and/or organizations.
- Must be able to effectively lead a team in accomplishing shared objectives and goals.
- Master's degree in Parks and Recreation or Leisure Services Administration, Physical Education, Public Administration, or a closely related field required.
- Certified Park and Recreation Professional certification by the National Recreation and Park Association.
- Certified Park and Recreation Executive certification by the National Recreation and Park Association.
- Leadership Aptitude: Requires the ability to lead and manage change within the organization to meet the strategic goals for the Town of Jupiter.
- Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
- Situational Reasoning: Requires the ability to exercise judgment, decisiveness, and creativity in situations involving the direction, control, and planning of an entire program or set of programs.
- Data Utilization: Requires the ability to coordinate, manage, and/or correlate data.
- Human Interaction: Requires the ability to function in a managerial capacity for a division or organizational unit.
- Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory, and/or design data and information.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include the ability to perform mathematical operations with fractions; may include the ability to compute discount, interest, profit and loss, ratio and proportion; may include the ability to calculate surface areas, volumes, weights, and measures.
