Utility Operations Specialist

Position Summary
The Utility Specialist is a skilled employee tasked with performing duties as agreed upon by the Company and Union. Responsibilities typically include managing collections, connections, disconnections, and the replacement or exchange of single-phase self-contained meters. Additional tasks may involve locating utilities, conducting pole tests and treatments, coordinating joint use, and operating various equipment as designated by the Company and Union. A Commercial Driving License may be required based on assigned responsibilities, and candidates must meet minimum qualifications as agreed upon by both parties. The Utility Specialist, with appropriate training, may operate the following equipment:
- 6-person capacity pick-up trucks
- 1.5-ton trucks
- Line trucks (Boom trucks)
- Trucks for hauling poles or towing trailers
- Trucks equipped with hydraulic/electric personnel lifts
- Hole diggers
- Backhoes
- Track-type vehicles (e.g., snow-cats)
- Truck or trailer-mounted wire pullers
- Jackhammers
The Utility Specialist/Pre-Apprentice Estimator will carry out essential labor to assist in the installation, maintenance, repair, and operation of Company equipment and facilities. Duties may encompass meter reading, collections, meter replacement/removal/exchange, pole testing and treatment, joint use coordination, equipment operation, site clean-up, debris removal, material handling, digging, grounds maintenance, vehicle fueling, equipment cleaning and painting, and utilizing various hand-held tools. Driving a Company vehicle to transport personnel and equipment to work sites may also be required. In preparation for the Estimator Apprenticeship, the Utility Specialist/Pre-Apprentice Estimator may support estimating functions, including meeting with new customers, documenting correspondence and assignments, preparing documents, assisting with field surveys, and performing other administrative tasks as assigned. Training will include classroom instruction, on-the-job training, and completion of a skills checklist to be jointly verified by a qualified employee and the Utility Specialist/Pre-Apprentice Estimator. The apprenticeship program will be administered by PacifiCorp and IBEW Local 659.
Qualifications
- Minimum age of 18 years.
- High school diploma, GED, or equivalent combination of education and experience.
- Valid Driver's License.
- Passing score of 6 or higher on the NJATC examination.
- Completion of a skills evaluation, including computer and written assessments, administered by PacifiCorp.
- Successful interview and rating phase following skills evaluation.
- Post-selection candidates must pass a company-paid physical, drug screening, and background check.
- Physical capacity screening conducted by a licensed physical therapist is required to ensure candidates meet job demands.
The Utility Specialist/Pre-Apprentice Estimator role necessitates the ability to lift over 75 lbs from floor to waist and overhead, carry over 75 lbs with both hands, and exert over 100 lbs of force in pushing and pulling tasks. Job duties may involve sustained awkward positions, including bending and twisting, reaching in various directions, and maintaining balance during dynamic activities.
Preferred Qualifications
- Experience in estimating and/or customer service.
- Basic understanding of electrical theory and detailed knowledge of construction specifications, electrical codes, rates, and service policies.
