Leidos is seeking a highly skilled Project Execution Specialist to join our team at the National Energy Technology Laboratory (NETL) in Albany, OR. As a key member of our research operations team, you will play a critical role in facilitating the execution of research projects and ensuring the safe conduct of research.
Key Responsibilities- Scheduling and Coordination: Schedule and coordinate testing, instruments, and research activities to ensure efficient project execution.
- Test Plan Review: Review test plans to ensure they are within scope and design envelope of the laboratory.
- Recommendations and Approvals: Provide recommendations to the Responsible Person (RP) for review and approval on a continual basis to enable safe research conduct.
- Training and Development: Provide laboratory and equipment-specific training to research staff and facilitate documentation of training requirements.
- Training Tracking: Track laboratory-specific training quarterly to verify project personnel have zero deficiencies and notify RP of any issues.
- Project Consumables: Ensure project consumables are available for use when needed.
- Chemical Storage and Disposal: Ensure proper chemical storage, handling, and disposal, including notifications to the Chemical Inventory Manager.
- Procedure Development: Draft laboratory-specific procedures and documentation for research operations and safety analyses.
- Equipment Procurement: Assist researchers in identifying performance requirements for new equipment and assist RP in submitting procurement requests.
- Experimental Equipment Design: Monitor changes to experimental equipment design or experimental practices and report concerns to RP promptly.
- Project Description and Inputs: Review project descriptions and inputs required for design process and make recommendations to RP.
- Environmental Components: Work with Safety Support Personnel in developing NEPA, ISO, and Pollution Prevention and Waste Minimization forms and environmental components of the SARS package.
- Project SARS File: Continuously maintain the project SARS file in the laboratory.
- Permit Assessments: Attend initial and annual permit assessments to assist with answering questions regarding project operations.
- Work Orders: Provide support to RP and laboratory researchers in drafting work orders to achieve Field Work Proposal/Multi-Year Research Plan milestones and objectives.
- Utility Outages: Provide support to RP during utility outages to ensure proper equipment shutdown or reduction in R&D operations.
- Equipment Needs: Provide recommendations on new equipment needs to RP and laboratory researchers for refresh or capability expansion.
- Improvement Opportunities: Identify opportunities for improvement and bring to the attention of the SubCLIN COR for consideration.
- Lab Instrumentation: Prepare and maintain a document/file of lab instrumentation with service contracts, including service contract end dates, for use by RP.
- Equipment Acquisition: Support lab equipment acquisition-related efforts, including vendor quotes, sole-source justifications, acquisition requirements, and others.
- Education and Experience: Bachelor's Degree in a STEM field and 4+ years of prior relevant experience or a Master's Degree in a STEM field and 2+ years of prior relevant experience.
- Communication Skills: Professional communication skills, both verbal and written, to obtain or provide information.
- Organization Skills: Strong organization skills and the ability to effectively use applicable tools and techniques to communicate with various audiences.
- Security Clearance: Must be able to meet the requirement for gaining access to work on the NETL campus.
- Citizenship: U.S. Citizen.
The salary range for this position is $90K to $100K.
