Position Overview:

In this role, you will operate under general supervision to deliver professional and technical personnel services across various domains, including recruitment, employment, classification, salary management, performance assessments, benefits administration, training, and employee relations. Your work will ensure adherence to all relevant guidelines, laws, and regulations.

Key Responsibilities:

  • Evaluate online requisition requests from different departments; manage the position control process, create new roles, and maintain accurate data in the HR information system (HRIS).
  • Oversee the preparation and upkeep of personnel action forms for the organization, including new hires, salary changes, promotions, and transfers.
  • Conduct specialized position control functions, ensuring compliance with internal protocols; analyze data related to examination scores and prepare job announcements.
  • Compile and analyze statistical data for various HR functions; act as a liaison to payroll and HR staff to address job-related inquiries.
  • Organize and recommend data-driven decisions for departmental transactions.
  • Implement and clarify guidelines and policies established by management; assist in developing new procedures for the HR section.
  • Provide technical support and training to departments; respond to inquiries from management and staff regarding HR processes.
  • Monitor payroll discrepancies and ensure accurate processing of employment transactions.
  • Generate reports on HR processes; track and manage various documents related to assigned functions.
  • Assist in the development and enhancement of new system applications.
  • Engage in process reviews and continuous improvement initiatives.
  • Manage procedures for temporary increases and routinely review HR maintenance reports for accuracy.
  • Address inquiries from employees and management regarding personnel policies and procedures.
  • Perform additional job-related duties as assigned.

Qualifications:

A Bachelor's degree in Human Resources, Business/Public Administration, or a related field, along with two (2) years of experience in HR administration. Alternatively, a combination of education and experience totaling six (6) years may be considered.

Skills and Competencies:

  • Familiarity with public personnel administration principles and practices.
  • Understanding of relevant policies, procedures, and laws.
  • Ability to research, analyze, and resolve technical personnel issues.
  • Discretion and independent judgment in handling sensitive information.
  • Strong communication skills, both written and verbal.
  • Proficiency in basic mathematics and statistics.
  • Competence in word processing, spreadsheets, and HRIS software.
