Overview:
SC&A is in search of a dedicated Crisis Management Specialist to enhance FEMA's Chemical, Biological, Nuclear, Radiological, and Explosive (CBNRE) program by delivering mission-critical support across various governmental teams and initiatives.

Key Responsibilities:
In this role, you will engage in research, analysis, documentation, and meeting facilitation, with potential involvement in training, exercises, outreach, and other professional service activities. Your efforts will also extend to assisting other clients with resilience and emergency management strategies, focusing on preparedness, continuity, response, recovery, mitigation, and evaluation.

Work Environment:
This position is primarily office-based at SC&A facilities or may involve on-site work at partner and client locations within the National Capital Region (NCR). Some travel may be necessary.

Daily Duties:
The selected candidate will provide analytical expertise related to CBNRE hazards, focusing on:

  • Public and responder education/information
  • Response management and capability assessments
  • Policy and doctrine evaluation
  • Implementation plans for CBRNE response and recovery
  • Program management and technical support for FEMA's CBRNE Office
  • Enhancing FEMA's CBRNE capabilities through training and exercises
  • Coordinating with stakeholders to promote public safety in CBNRE incidents
  • Developing comprehensive plans and policies for incident response and recovery

Stakeholder Engagement:
Additionally, you will support regular workshops, meetings, and seminars related to FEMA's CBRNE program and assist in training and exercise activities as directed.

Qualifications:
The ideal candidate will possess:

  • Excellent written and verbal communication skills
  • A collaborative spirit and a positive attitude
  • Experience in independent research
  • Strong analytical and problem-solving abilities
  • A solid understanding of hazardous materials and CBRNE risk management

Preferred certifications include:

  • Certified Emergency Manager (CEM)
  • Project Management Professional (PMP)

Requirements:
Candidates must reside in the National Capital Region and hold a college degree, preferably in a scientific or emergency management discipline. A minimum of five years of experience in homeland security, continuity of operations, and exercise planning is required. A Secret Clearance is mandatory, along with experience in CBRN science, policy, planning, and response.
