Chief of Municipal Infrastructure

Position Overview:
The Chief of Municipal Infrastructure is responsible for managing the operations of various city functions, including roadway construction and upkeep, vehicle fleet management, park upkeep, facility oversight, airport operations, and waste management services.
This role involves coordinating activities with other municipal departments and external organizations while providing comprehensive administrative support to the City Manager's office.
Key Responsibilities:
Assume full accountability for all services and activities within the Municipal Infrastructure Department, including roadway maintenance and construction, fleet management, park upkeep, facility management, airport operations, and waste management services.
Lead the formulation and execution of departmental goals, objectives, policies, and priorities for each service area.
Establish appropriate service and staffing levels in accordance with city policies, monitor and assess the efficiency and effectiveness of service delivery methods, and allocate resources accordingly.
Plan, direct, and coordinate the department's work plan through subordinate supervisory and managerial staff, assign projects and programmatic responsibilities, review and evaluate work methods, and collaborate with management to identify and resolve issues.
Evaluate workload, administrative systems, and internal reporting structures, identify areas for improvement, and implement necessary changes.
Select, train, motivate, and assess department personnel, provide or coordinate staff training, address employee performance issues, and implement disciplinary actions as needed.
Oversee the development and management of the department's budget, approve funding forecasts for staffing, equipment, materials, and supplies, authorize expenditures, and implement budget adjustments as necessary.
Represent the Municipal Infrastructure Department to the public, city departments, elected officials, and external agencies.
Coordinate departmental activities with those of other city departments and external organizations.
Assess and monitor the city's infrastructure to ensure adequate public service levels for existing systems and future developments.
Perform additional duties as assigned.
Minimum Qualifications:
Knowledge of construction techniques related to roadways, drainage systems, and flood control.
Familiarity with facility maintenance practices.
Understanding of public works program management, development, and administration principles.
Knowledge of municipal budget preparation and administration principles.
Understanding of leadership and supervision principles, including employee training and performance evaluation.
Knowledge of current labor laws.
Familiarity with municipal procurement regulations.
Ability to analyze problems, identify alternative solutions, project consequences, and implement recommendations.
Skills in plan review and team building, as well as developing employee potential.
Ability to establish and maintain effective working relationships.
A typical pathway to acquire the necessary knowledge and abilities includes:
Ten (10) years of progressively responsible experience in public works management, with at least two (2) years in a leadership role.
Experience in construction or a related field may be considered.
A bachelor's degree from an accredited institution in civil engineering, public administration, or a related field is preferred.
Licenses and Certifications:
Possession of a valid driver's license.
