The Role

This position serves as a mid-level management role, directly reporting to the Community Development Director, overseeing the daily operations of the Community Preservation Division. The primary responsibility of this division is to ensure adherence to zoning regulations, public nuisance laws, and various municipal codes. Additionally, the division manages business license enforcement, oil well inspections, weed abatement, and the reimbursement program for abandoned vehicle removal. This role necessitates providing leadership to assigned staff and executing related program activities as needed. The position requires significant public interaction and the application of sound judgment and discretion in public dealings.

Key Responsibilities

  1. Oversee the daily functions of the Community Preservation Division.
  2. Design and implement code enforcement initiatives, policies, and procedures for the division.
  3. Inform violators and guide them on necessary corrective actions to resolve violations.
  4. Train, manage, and assess division personnel.
  5. Review financial performance of the division, including revenue and expenditures, and prepare the annual budget.
  6. Administer business license enforcement, oil well inspections, weed management, and abandoned vehicle reimbursement programs.
  7. Address complex complaints and inquiries; enforce rental agreements and address issues related to properties owned by the Redevelopment Agency.
  8. Prepare reports and present findings to the Planning Commission or City Council as necessary.
  9. Issue citations and represent the division in court when required.
  10. Coordinate with various City departments and external agencies to manage complaints and enforce codes.
  11. Develop and engage in educational and community outreach initiatives related to Community Preservation.
  12. Perform other related duties as assigned.
Essential Knowledge, Skills & Abilities
  1. Proficient in clear and effective communication, both verbal and written, including report preparation and public speaking.
  2. Adept at resolving disputes and conflicts in challenging situations with individuals and groups.
  3. Understanding of mediation principles and conflict resolution techniques.
  4. Ability to interpret and apply federal, state, and local regulations concerning zoning, land use, and property maintenance.
  5. Capable of presenting evidence effectively in legal settings or before official bodies.
  6. Ability to adhere to departmental policies while executing tasks.
  7. Demonstrated supervisory skills and capabilities.
Qualifications
High school diploma is required. A minimum of four years of experience in Community Preservation or Code Enforcement is necessary, with supervisory experience preferred. A California Penal Code 832 Certificate (minimum 40-hour course) is required, and possession of Basic, Intermediate, and Advanced Community Preservation/Code Enforcement Certifications from a recognized association is desirable.

License & Other Requirements

Valid State of California Driver's License

Physical Requirements

This role requires moderate physical exertion, including stooping, climbing, walking, carrying, and lifting during inspections and program activities. The ability to stand and walk for extended periods, input data into a computer for prolonged durations, and communicate effectively with employees, agencies, and the public is essential.

Exempt Status

This is an exempt position; no overtime compensation is provided for hours worked beyond 40 hours per week.

Background Check/Physical Exam

Selected candidates will undergo a background check and medical examination at the City's expense, conducted by designated law enforcement and medical professionals.
