The Role

This position serves as a key management role, reporting directly to the Community Development Director, overseeing the daily operations of the Community Preservation Division. The division is tasked with ensuring adherence to zoning regulations, addressing public nuisances, and enforcing various city codes. Responsibilities also include managing business license compliance, conducting oil well inspections, and overseeing weed abatement and abandoned vehicle programs. This role necessitates strong leadership capabilities and the ability to exercise sound judgment in public interactions.

Key Responsibilities

  1. Oversee daily operations of the Community Preservation Division.
  2. Design and implement code enforcement initiatives, policies, and procedures.
  3. Inform violators and provide guidance on necessary corrective actions.
  4. Train and evaluate division staff.
  5. Monitor division finances and prepare the annual budget.
  6. Manage business license enforcement, oil well inspections, and weed abatement initiatives.
  7. Address complex complaints and enforce agreements related to city-owned properties.
  8. Prepare reports and present findings to relevant city bodies as needed.
  9. Issue citations and represent the division in court as necessary.
  10. Collaborate with other city departments and external agencies on code enforcement matters.
  11. Develop and engage in community education and outreach related to preservation efforts.
  12. Perform additional duties as assigned.
Essential Skills and Qualifications
  1. Excellent verbal and written communication skills, including report writing and public speaking.
  2. Ability to effectively manage interpersonal relationships in challenging situations.
  3. Understanding of mediation and conflict resolution principles.
  4. Proficient in interpreting and applying relevant federal, state, and local regulations.
  5. Capable of presenting evidence in formal settings.
  6. Adherence to departmental policies in task execution.
  7. Demonstrated supervisory skills.
Additional Information

Minimum Qualifications
A high school diploma is required, along with four years of experience in Community Preservation or Code Enforcement. Supervisory experience is preferred. A California Penal Code 832 Certificate and Community Preservation/Code Enforcement Certifications are desirable.

License & Other Requirements
A valid California Driver's License is required.

Physical Requirements
This role involves moderate physical activity, including inspections and the ability to remain active for extended periods.

Exempt Status
This is an exempt position, and overtime is not compensated for hours worked beyond 40 per week.

Background Check/Physical Exam
Selected candidates will undergo a background check and medical examination at the city's expense.
