About the Role

We are seeking a highly skilled and experienced Program Specialist 3 to join our team at TulaRay. As a liaison between the Pennsylvania Department of Aging and 52 Area Agencies on Aging, you will play a critical role in ensuring compliance with program standards, policies, and procedures.

Key Responsibilities
  • Conduct onsite and offsite monitoring of Aging programs and services in a defined geographical area, with occasional state-wide travel.
  • Maintain a working knowledge of all Aging programs, services, policies, and procedures, and effectively communicate them to Area Agencies on Aging, PDA staff, consumers, family members, and public entities.
  • Understand and effectively use IT systems and the consumer database (WellSky/A&D) in conducting all monitoring activities and other related tasks.
  • Use technology to prepare reports of findings and interactions with the AAAs, providers, and individuals.
  • Provide follow-up to the AAAs in completion of Performance Improvement Plans (PIPs) to ensure compliance.
  • Review program operations and make recommendations for improvement.
  • Consult with supervisory staff as needed.
  • Comment on program and policy statements.
  • Participate in the design and development of educational materials.
  • Represent the department on committees, workgroups, and taskforces as requested.
  • Fulfill public speaking assignments, communicating PDA objectives, goals, and policies through written and oral presentations to various entities.
  • Maintain excellent interpersonal skills and a professional manner at all times.
  • Provide technical assistance regarding quality assurance activities.
  • Interpret Aging policies and procedures as needed/requested.
  • Complete special projects as assigned by supervisor or senior staff.

  • Analysis of written material, data, and cases for acceptable clinical practice.
  • Interpretation of laws, regulations, and policy directives.
  • Ability to travel frequently and extensively, occasionally overnight, to areas that may or may not be accessible by public transportation.
  • Availability on site and remotely for meetings and activity participation.
  • Ability to prepare and make formal presentations.
  • Working knowledge of computers and Microsoft Office Suite.
