We are currently looking for an Operational Research Analyst to enhance our diverse team of professionals. This role necessitates an active TOP SECRET/SCI clearance and may involve travel as part of various collection teams. The position is integral to the Joint Staff J7, Joint Force Development, focusing on evaluating the integration of new concepts across the Joint Force to inform concept development and improve operational effectiveness for both current and future missions.
The chosen candidate will be responsible for providing observation, training, and feedback to Joint Force Commanders and their teams during joint and multinational training exercises and staff assistance visits (SAVs). The emphasis will be on the integration of new concepts to ensure the Joint Force can deter hostile actions, respond to crises, and create conditions for success in conflict across all domains, aligned with national strategic priorities.
Key Responsibilities:
- Act as a member of the Collection Analyst team.
- Conduct interviews, gather information, create reports, and deliver tailored analyses that include joint lessons to support planning and execution.
- Track and disseminate products to facilitate resolution actions across the DOTMLPF spectrum in support of Joint Force Development and Design.
- Utilize joint, interagency, and multinational experience to assess concept implementation and operational effectiveness.
- Develop methodologies for data collection and analysis to support periodic assessments of emerging concepts.
- Identify assessment objectives and develop detailed Plans of Action and Milestones (POA&M) along with Measures of Performance (MOP) and Effectiveness (MOE).
- Assist in the creation of a comprehensive concept implementation Assessment Plan.
- Conduct assessments and deliver tailored analyses in both report and presentation formats.
- Engage with stakeholders and leadership to refine assessment concepts and identify collection opportunities.
- Monitor the effectiveness of emerging concept designs and develop assessments for operational and strategic decision-making.
Basic Qualifications:
- One of the following:
bachelor's degree with a minimum of 20 years of professional and/or military leadership experience or
master's degree with a minimum of 10 years of professional and/or military leadership experience.
- Must possess an active U.S. Department of Defense (DoD) Top Secret security clearance.
- Comprehensive understanding of national strategy and policy.
- Experience in joint and multinational operations and/or exercises.
- Strong analytical, assessment, and writing skills.
- Willingness to travel worldwide as required.
- Experience with Microsoft Identity & Access Management Configuration.
- Familiarity with Group Policy Object Management.
- Knowledge of Certificate/CA/PKI Infrastructure.
- Excellent communication and organizational skills.
Preferred Qualifications:
- Experience with Combatant Command, Joint Task Force, or similar staff roles.
- Experience in preparing and conducting seminars for senior officers.
- Experience in compiling and presenting lessons learned and after-action reviews.
- Experience in operational planning at strategic levels.
- At least 24 semester hours in operations research, mathematics, or related fields.
- Understanding of the Joint Planning Process (JPP).
