We are currently looking for an Operations Research Analyst to enhance our diverse team of professionals. This role necessitates an active TOP SECRET/SCI clearance and may involve travel as part of various collection teams. The position is focused on supporting the Joint Staff J7, Joint Force Development, by evaluating the integration of innovative concepts across the Joint Force to inform concept development and improve operational effectiveness.
The chosen candidate will be responsible for providing observation, training, and feedback at both operational and strategic levels to Joint Force Commanders and their teams during joint and multinational training exercises and staff assistance visits (SAVs). The emphasis will be on integrating emerging concepts to ensure the Joint Force can deter malign activities, respond to crises, and establish conditions for success in conflict across all domains.
Key Responsibilities:
- Act as a member of the Collection Analyst team.
- Conduct interviews, gather information, and create reports that provide tailored analyses supporting planning and execution.
- Deliver, track, and disseminate products that aid in the execution of resolution actions across the DOTMLPF spectrum.
- Utilize joint, interagency, and multinational experience to assess concept implementation and operational effectiveness.
- Develop methodologies for data collection and analysis to support periodic assessments of essential elements of emerging concepts.
- Identify assessment objectives and develop a detailed Plan of Action and Milestones (POA&M) along with associated Measures of Performance (MOP) and Effectiveness (MOE).
- Support the creation of a comprehensive concept implementation Assessment Plan.
- Conduct assessments and deliver tailored analyses in both report and presentation formats.
- Engage with stakeholders and leadership to better understand assessment concepts and recommend collection opportunities.
- Monitor the effectiveness of essential element design and develop assessments of related issues requiring operational and strategic decisions.
Basic Qualifications:
- One of the following: a bachelor's degree with a minimum of 20 years of professional and/or military leadership experience or a master's degree with a minimum of 10 years of professional and/or military leadership experience.
- Ability to handle TOP SECRET/SCI classified documents for the U.S. government with an active DoD Top Secret security clearance.
- In-depth understanding of national strategy, policy, and decision-making processes.
- Experience in joint and multinational operations and exercises.
- Strong analytical, assessment, and writing skills at an executive level.
- Willingness to travel worldwide as needed, including hazardous duty areas.
- Experience with Microsoft Identity & Access Management Configuration.
- Familiarity with Group Policy Object Management and working knowledge of Certificate/CA/PKI Infrastructure.
- Excellent communication and organizational skills.
Preferred Qualifications:
- Experience with Combatant Command, Joint Task Force, Division, Afloat staff, or Wing staff.
- Experience in preparing and conducting seminars or study groups for senior officers.
- Proficiency in compiling and presenting lessons learned and after-action review materials.
- Experience in operational planning at the operational and strategic levels.
- At least 24 semester hours in operations research, mathematics, probability, statistics, or related subjects requiring substantial competence in mathematics or statistics.
- Understanding of the Joint Planning Process (JPP).
- Joint Forces Staff College or equivalent experience.
