POSITION:
Assistant Finance Director

REQUIREMENTS:
Bachelor's degree in accounting, finance, or a closely related discipline is mandatory. A Master's degree in a financial area is preferred.

Minimum of 7 years of experience in accounting or finance positions, including at least 3 years in a managerial role with enterprise-wide (or significant business unit) responsibilities, ideally in municipal finance.

A CPA designation is highly desirable.

Expertise in financial management systems, preferably municipal systems such as MUNIS, along with a solid understanding of management information systems and technology.

Exceptional organizational and leadership skills to guide a professional team across various accounting/finance sub-disciplines.
Capability to develop financial presentations, reports, analyses, and other communications, effectively conveying information to diverse audiences.

SUPERVISION:

Payroll, Accounts Payable, Accounts Receivable, General Accounting, Contract Management/Procurement, Operations Analysis, Grants Management, and all other financial/accounting support functions.


OBJECTIVE:
Oversee and manage all financial operations

KEY RESPONSIBILITIES:


Delegates and oversees the tasks of accounting/financial personnel engaged in payroll, accounts payable, accounts receivable, general accounting, procurement, contract management, operations analysis, student activities accounts, general ledger and subsidiary ledger maintenance, cash management, grants management, auditing, and all other financial functions.

Ensures that financial transactions are recorded in compliance with applicable laws and standards.

Establishes controls for the transfer of budgeted funds and develops budget tracking tools to ensure the current financial status of the organization is readily available for multiple stakeholders.

Manages all financial aspects of educational fee-based programs.
Recommends, implements, modifies, and maintains accounting control procedures, budget processes, and accounting/financial systems.

Facilitates the annual operating budget development process through analysis, report preparation, projections, financial system updates, and creating or modifying the budget framework/structure to meet organizational needs.

Prepares or oversees the preparation of all necessary internal and external financial reports, financial statements, and forms, ensuring accuracy and compliance with state and federal requirements.

Conducts financial analysis as required for organizational activities, including, but not limited to, EFS, Medicaid, and Special Education Cost Studies.

Oversees grant management operations and provides insights regarding existing and prospective grants for financial implications and compliance requirements, ensuring grants align with the organization's best interests.

Develops high-level controls and enterprise-wide tracking mechanisms.
Directs procurement and contract management processes to ensure adherence to organizational policies.

Negotiates with vendors and contractors to secure the best overall value for the organization.

Enhances accounts receivable, cash management, and bank reconciliation processes to optimize revenue potential and effectively manage cash flows.

Directs or performs account balance reconciliations, schedule preparations, and facilitates the acquisition or development of necessary materials for independent auditors.

Coordinates the audit process and evaluates/implements recommendations from the auditing firm. Reviews all personnel action forms, monitors payroll and tax withholdings, and investigates and resolves discrepancies.
Develops efficient systems to streamline payroll operations and implement employee-centered solutions for payroll records management.
Organizes the W-2 and 1099 printing and IRS reporting processes.

Oversees the financial aspects of the School Foods Department, ensuring compliance with state and federal regulations while developing forecasts, estimates, and cash flow analyses in collaboration with the organization's food services provider.

Maintains and administers financial system software, including assigning and setting up access credentials, maintaining appropriate account structures, and providing training to organizational leadership.

Manages relationships with banks or other financial institutions where the organization maintains accounts, including 403(b) and 457 employee programs, and develops new accounts and relationships as necessary.

Provides or facilitates support to employees regarding payroll, retirement accounts, or financial system access needs.
Maintains a collaborative working relationship with the finance department on all financial matters involving the organization.
Administers billing for community use of facilities.
Assumes additional responsibilities as required.
