Position Overview

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) operates as a naval research entity under the guidance of the Commander, Naval Sea Systems Command (NAVSEA). This division is responsible for research, development, testing and evaluation, engineering analysis, and assessment, as well as Fleet support capabilities for submarines, autonomous underwater vehicles/systems, and both offensive and defensive undersea weapon systems, while managing existing and emerging technologies in support of undersea warfare.

The Electromagnetic Systems Department (Code 34) at NUWCDIVNPT is charged with executing a broad spectrum of engineering and program management tasks to support the design of programs and products that deliver tactical and strategic combat systems and specialized mission sensors for U.S. Navy platforms, including submarines and surface vessels.

We are seeking talented individuals to join the QinetiQ Team in support of acquisition program management, operational management, financial and budgetary planning and execution, as well as internal information technology and information assurance processes to fulfill this mission.

Key Responsibilities

  • Gather, assess, and interpret information to provide recommendations to the Government.
  • Identify the nature and scope of issues. Analyze pertinent data, which may encompass annual revenues, employment figures, cost performance, schedules, or expenditures.
  • Offer services to enhance and refine departmental business processes, particularly in financial practices for all projects. This includes participation in LEAN initiatives and Enterprise Resource Planning (ERP) events related to business process improvements.
  • Conduct interviews with managers and staff while observing their operations.
  • Devise solutions to identified problems. In preparing recommendations, comprehend the organization’s nature, its relationships with other Government entities, and its internal structure and culture.
  • Prepare and resolve mathematical models. Present findings and recommendations to the Government, typically in written reports, though oral presentations are also common. For certain projects, management analysts may be engaged to assist in implementing their recommendations.
  • Work in a hybrid environment (50% Government Site / 50% Remote).

Required Qualifications

  • Bachelor's Degree or Advanced Degree in a business or technical discipline is required.
  • A minimum of 7 years of relevant experience is required, particularly in budgeting, accounting applications, and cost analysis within a government context (Navy experience preferred).
  • Proven experience in financial management utilizing Department of Defense financial systems and tools, including Enterprise Data Warehouse and Navy ERP.
  • Demonstrated proficiency with Tableau, Microsoft Access, Microsoft Excel, Microsoft PowerPoint, and Microsoft Visio.
  • Must possess or be eligible to obtain and maintain a Secret level clearance.
  • High proficiency in MS Office (Excel, Word, Outlook).
  • Strong attention to detail and accuracy; adept at organizing, prioritizing, and managing multiple tasks.
  • Excellent verbal and written communication skills.
