This position is integral to the Test & Flight Operations team, delivering centralized assistance to various Business Units with an emphasis on the design, construction, and upkeep of ground systems, testing, and launch facilities across diverse locations.

As a key member of a passionate and varied team, you will take charge of managing and supervising the development, design, and construction efforts for New Glenn's launch site infrastructure and its auxiliary support sites. This role is situated within our ground support development organization, which oversees and facilitates new construction initiatives alongside their operational and maintenance requirements.

Key Responsibilities:

  • Oversee and define environmental regulatory planning and compliance, including NEPA Environmental Assessments, Environmental Baseline Surveys, and SF 813 Environmental Impact Analysis.
  • Assist in strategic program planning and impact evaluations that encompass environmental and civil site development components.
  • Manage design and construction tasks as a Blue Owner, focusing on civil engineering aspects.
  • Draft statements of work for engineering and construction projects.
  • Collaborate with internal and external mission and system leaders to ensure accurate scope definition and execution.
  • Implement design and construction activities within approved budgetary and scheduling frameworks, including the management of relevant change orders.
  • Coordinate and resolve construction activities with adjacent operations to minimize impacts on personnel, costs, and timelines.
  • Engage closely with external contractors, vendors, fabricators, architects, and engineers.
  • Evaluate design and construction documents for alignment with overall design objectives.
  • Review and authorize pre-construction and construction RFIs and submissions.
  • Support Blue Origin in coordinating discussions with external agencies regarding site planning, construction, permits, waivers, security, and site deliveries.
  • Identify and document risks and opportunities associated with specific projects or scopes.
  • Conduct final reviews of non-conformances, dispositions, and/or rework while communicating potential cost and schedule implications.

Minimum Qualifications:

  • Bachelor's degree in Engineering or a related field.
  • 8+ years of pertinent experience in engineering or project management.
  • 3+ years of relevant experience in environmental and/or civil land development.
  • Ability to lift and carry up to fifty pounds, climb multiple flights of stairs, endure prolonged standing, and work in varying weather conditions.
  • Exceptional multitasking abilities with a keen eye for organization and detail.
  • Self-motivated individual with a positive attitude, capable of working independently with minimal supervision.
  • Proven initiative, sound judgment, effective decision-making, and project planning capabilities.
  • Strong organizational skills for managing multiple projects concurrently.
  • Ability to comprehend technical plans, drawings, specifications, and modeling applications.
  • Experience in project scoping, budgeting, and scheduling from both daily and overall construction management perspectives.
  • Capability to manage technically complex projects using independent judgment and personal initiative.
  • Familiarity with standard construction practices, best methods, and safety regulations.
  • Experience collaborating with government agencies on permitting, land use regulations, and development.
  • Intermediate proficiency in Microsoft Office (Excel, PowerPoint, Word, Outlook).
  • Eligibility to apply for badging at a government facility.
  • Must be a U.S. citizen, national, permanent resident, or lawfully admitted refugee or asylee.

Preferred Qualifications:

  • Expertise in civil engineering with a focus on land development and planning.
  • Technical research, preparation, and reporting in environmental regulations.
  • Experience with Newforma Project Center.
  • Intermediate knowledge of Microsoft Projects or P6 Primavera.
  • Professional design experience in civil or environmental engineering.
