Job Responsibilities

The Commonwealth of Virginia is seeking a qualified candidate for the role of Senior Business Manager within the Transportation and Mobility Planning Division. This pivotal position involves the planning, organization, leadership, and management of various business operations, including financial oversight, procurement, contract management, and strategic development.

Key Responsibilities Include:

  • Administrative Oversight: Provide expert support in managing business operations. Ensure compliance with regulations and reporting requirements. Facilitate information requests and contribute to policy or legislative discussions.
  • Outreach and Advocacy: Act as a representative for the Transportation and Mobility Planning Division, advocating for the acquisition and allocation of financial resources. This may involve collaboration with internal programs and legislative bodies, as well as providing training on financial and programmatic changes.
  • Financial Strategy Development: Create and implement a comprehensive fiscal strategy and spending plan aligned with revenue forecasts and strategic objectives. Communicate insights and needs to both internal and external stakeholders.
  • Contract Management: Supervise all aspects of contract administration. Lead the development of complex contracts that may involve multiple divisions. Ensure compliance with relevant policies and regulations while providing guidance and training to staff on best practices.
  • Budget Management: Develop and oversee budgets and spending plans, ensuring effective financial stewardship through sound policies. Manage fund allocation and oversee financial reconciliations.
  • Funding Opportunities: Research and analyze potential alternative funding sources for programs. Assess state and federal opportunities to enhance grant-funded initiatives.
  • Human Resource Management: Direct administrative and human resource functions, ensuring compliance with policies and effective communication of changes. Lead training and development initiatives for staff.
  • Procurement and Accounting: Oversee the procurement of goods and services, ensuring compliance with financial policies and regulations.

Minimum Qualifications:

  • Ability to interpret and apply laws, regulations, and policies.

  • Knowledge of contract management and government accounting principles.
