Job Overview:
The National Center for Atmospheric Research (NCAR) is pleased to present an opportunity for a Senior Radar Systems Engineer.

This role entails comprehensive technical oversight in the creation of testing and measurement frameworks for the Airborne Phased Array Radar (APAR) initiative.

The position is tasked with the design and execution of both indoor and outdoor calibration and testing environments for APAR. The successful candidate will develop precise and effective calibration techniques to assess and confirm array functionality in various settings. Additionally, the role includes providing expert technical support to personnel within the APAR Project Office and fulfilling other assigned responsibilities.

Key Responsibilities:
In this position, you will be responsible for:

1. Leading the technical efforts in interpreting, organizing, executing, and coordinating resources, including processes and personnel, to test and integrate active electronically scanned array (AESA) in various calibration and testing environments.

2. Collaborating with AESA vendors and the APAR radar back end (RBE) team to design and implement AESA calibration and built-in system-test (BIST) functionalities.

3. Managing sub-projects related to APAR infrastructure.

4. Reporting on project risks, schedules, budgets, and action items to the APAR project office on a monthly basis.

5. Designing and overseeing the establishment of APAR calibration and testing facilities.

6. Supervising and planning all validation and verification tests for AESA and subarray panels (SAP), analyzing results to enhance accuracy and efficiency.

7. Leading discussions on findings and recommendations with APAR project leaders, ensuring that test documentation is correctly integrated into the testing strategy.

8. Managing and mentoring staff involved in these projects, focusing on recruitment, retention, and performance management.

9. Serving as the radar subject matter expert, contributing to project design reviews, and providing feedback on vendor documentation.


Qualifications:
Successful candidates will possess:

Education & Experience:

Bachelor's degree in engineering with a minimum of nine years of relevant experience; or a Master's degree with at least seven years of experience; or a Ph.D. with a minimum of five years of experience; or an equivalent combination of education and experience.


Essential Skills:
  • In-depth knowledge of phased array antenna technology and digital beamforming.
  • Proven expertise in characterizing antennas within anechoic chambers.
  • Advanced understanding of Metrology related to RF measurement accuracy.
  • Experience in calibrating radars or similar remote sensing devices.
  • Ability to design, simulate, and troubleshoot RF circuits.
  • Proficiency in MATLAB, IDL, or similar analytical tools.
  • Skilled in utilizing test and measurement instruments, including oscilloscopes and spectrum analyzers.
  • Strong problem-solving capabilities.
  • Competence in operating various computer systems and software applications.
  • Management skills for planning project timelines and directing technical teams.
  • Excellent written and verbal communication skills.
