Job Overview:
The National Center for Atmospheric Research (NCAR) is pleased to present an opportunity for a Senior Radar Systems Engineer.

This role encompasses comprehensive technical oversight for the establishment of testing and measurement systems related to the Airborne Phased Array Radar (APAR) initiative.

The position entails the design and execution of both indoor and outdoor calibration and testing environments for the APAR system. Develop precise and effective calibration techniques to assess and confirm array functionality in various operational settings. Offer expert technical support to personnel involved in the APAR project. Additional responsibilities may be assigned as necessary.

Responsibilities:
In this position, you will be responsible for:

Overseeing and managing technical aspects of interpreting, organizing, executing, and coordinating resources, including processes and personnel, to test and integrate active electronically scanned array (AESA) systems in both indoor and outdoor calibration and testing facilities as well as on aircraft.

Collaborating with AESA vendors and the APAR radar back end (RBE) team to conceptualize and implement AESA calibration and built-in system-test (BIST) capabilities. Managing sub-projects related to APAR infrastructure.

Providing monthly reports to the APAR project office on project risks, timelines, budgets, and actionable items. Designing and supervising the development of APAR calibration and testing facilities, as well as modifications to the APAR engineering lab and storage areas.

Planning and supervising all validation and verification tests for AESA and subarray panel (SAP). Analyzing measurement outcomes and utilizing findings to enhance the accuracy and efficiency of the AESA. Leading discussions on results and recommendations with APAR project leads. Ensuring that test documentation is accurately integrated into the testing framework.

Leading and managing team members involved in these initiatives, including recruitment, retention, performance evaluation, and mentoring of both direct and indirect reports.

As the radar subject matter expert, you will contribute to project design evaluations, including reviewing vendor documentation, participating in design review sessions, and providing feedback to the APAR Project Office.

The role also involves conducting engineering trade studies.

Qualifications:
Successful candidates will possess the following qualifications:

Education & Experience:


Bachelor's degree in engineering with a minimum of nine years of relevant experience; or a Master's degree in Engineering with at least seven years of experience; or a Ph.D. with a minimum of five years of experience; or an equivalent combination of education and experience.


Knowledge, Skills, and Abilities:

Essential:
In-depth understanding of phased array antenna technology and digital beamforming.
Proven experience in characterizing antennas within anechoic chambers.
Advanced knowledge of Metrology concerning RF measurement precision.
Demonstrated expertise in calibrating radars or similar remote sensing devices.
Capability to design, simulate, and troubleshoot RF circuits.
Familiarity with MATLAB, IDL, or similar analytical tools.
Proficient in utilizing test and measurement instruments, including oscilloscopes, logic analyzers, spectrum analyzers, and microwave network analyzers.

Strong problem-solving abilities.
Competence in operating personal computers with Windows 10, Mac OS, or Linux, and proficiency in word processing, spreadsheet, and presentation software.

Management skills to organize project timelines and direct technical teams.
Excellent written and verbal communication skills.
