Position Title: Property Manager I

Role Summary: The Property Manager is tasked with overseeing the daily operations of the assigned property, including the management of all personnel associated with the community. This role is integral to ensuring adherence to HUD regulations and HACA policies, as well as local laws and safety standards. The manager will also track and evaluate key performance metrics.

Key Responsibilities:

  • Deliver exceptional service to residents, vendors, colleagues, community partners, and the public, ensuring respectful and dignified interactions.
  • Oversee the activities of assigned staff, exemplifying professionalism, providing training, conducting performance reviews, and fostering a collaborative work environment.
  • Maintain meticulous and organized electronic files, ensuring timely completion of annual and interim re-certifications. Collaborate with residents to gather necessary documentation and ensure accurate completion of forms.
  • Impartially enforce lease agreements, community rules, and policies to cultivate a safe and enjoyable living environment. Address complaints, counsel residents, and maintain thorough documentation to support enforcement actions.
  • Ensure that maintenance and administrative areas are safe, orderly, and well-maintained. Delegate tasks and oversee the resolution of maintenance requests while ensuring the property maintains excellent visual appeal.
  • Manage property finances, including budget development, expense report reviews, purchase order oversight, and participation in the annual capital planning process.
  • Engage with residents to foster a positive community atmosphere, encourage care for their living spaces, promote understanding of lease agreements and community rules, and address safety concerns.

Qualifications:

Required:

  • High school diploma or G.E.D. with one year of relevant experience or training; or an equivalent combination of education and experience.
  • Proficient in Microsoft Office Suite and Google applications.

Preferred:

  • Two years of college education in business, public administration, or social sciences from an accredited institution; eighteen months of relevant experience or training; or an equivalent combination of education and experience.
  • Experience in property management or housing development, familiarity with Elite software, and language proficiency in Spanish, Vietnamese, or Sign Language.
  • Certification as an Occupancy Specialist (COS) and Tax Credit Specialist or equivalent, to be obtained within six months of employment. Experience with YARDI property management software is a plus.
  • Understanding of Housing Authority policies and procedures, principles of low-income housing management, and knowledge of HUD regulations related to low-rent housing and local social service resources.
