Industrial Operations Engineer

FUNCTIONAL PURPOSE:
This role is responsible for overseeing and implementing nationwide industrial engineering practices, standardization, and continuous enhancement policies to optimize service delivery and cost efficiency within mail processing operations.
DUTIES AND RESPONSIBILITIES:
1. Conducts thorough analyses of mail processing workflows utilizing industrial engineering methodologies and continuous improvement strategies to enhance service quality, productivity, and cost-effectiveness.
2. Executes national standardization initiatives and processes through active engagement in mail processing activities to boost service levels, productivity, and cost efficiency.
3. Designs costing and staffing models to ensure optimal utilization of personnel and equipment; offers strategic guidance on employee scheduling to align with mail volume demands and operational timelines.
4. Develops innovative solutions to enhance operational performance and minimize expenses; oversees the implementation of new protocols and assesses their effectiveness.
5. Contributes to the planning and justification of new or modified facilities and equipment; recommends adjustments to the layout of workspaces and operational setups.
6. Provides expert technical advice and support to management across the facility regarding all engineering aspects; may oversee the activities of operations support specialists and technicians.
7. Monitors and evaluates operational and equipment performance using both national and local reporting metrics to drive improvements in service, productivity, and cost management.
8. Leads cross-functional teams focused on enhancing service delivery, cost reduction, and productivity improvements.
9. Delivers training to mail processing supervisors and staff on standardization and continuous improvement methodologies utilizing nationally developed training resources.
10. Communicates effectively, both verbally and in writing, to provide technical guidance, program direction, training, and policy clarification to both headquarters and field operations.
11. Maintains a strong commitment to safety for oneself and others; ensures proper care of materials and equipment utilized in operations.
REQUIREMENTS:
- In-depth knowledge of industrial engineering concepts, principles, techniques, and practices related to layout design, work simplification, process evaluation, work measurement, quality assurance, ergonomics, and material handling.
- Proficiency in applying industrial engineering principles to enhance work methods, operational performance, work measurement, and employee scheduling.
- Capability to lead cross-functional teams focused on performance enhancement.
- Skill in developing operational layouts, processes, systems, and equipment configurations.
- Aptitude for evaluating experimental, prototype, and retrofitted equipment.
- Ability to provide both oral and written technical guidance, training, and policy interpretation related to industrial engineering, standardization, and continuous improvement processes, including strong presentation and facilitation skills.
- EDUCATION/EXPERIENCE REQUIREMENT: Candidates must possess a Bachelor's or advanced degree in an industrial engineering or professional engineering program accredited by the Engineering Accreditation Commission (EAC) of ABET. Preference-eligible veterans qualify with a valid Professional Engineer license and six (6) years of relevant industrial engineering experience. This requirement does not apply if the candidate has previously held a USPS career Operations Industrial Engineer position.
